
The ease of doing business is adhered to by 98% of Cordillera LGUs: ARTA
According to the Anti-Red Tape Authority (ARTA), 98 percent of the local government units (LGUs) in the Cordillera area have installed the measures that the government ordered to make government transactions easier.
In a late-afternoon press conference on Thursday, ARTA North Luzon Director Rodolfo del Rosario Jr. announced that 81 of the region’s 83 LGUs have filed their citizens’ charter, which outlines the procedures and demands for processing paperwork with specific offices within the LGUs.
Six provinces, 75 municipalities, and two cities make up the Cordillera.
The government’s efforts to make doing business with government entities easier include the process of simplifying and digitizing.
Del Rosario, however, claimed that many, if not all, of the LGUs have not yet completed the process of digitization.
He claimed that one issue the LGUs deal with is sluggish Internet connectivity, which further extends the time it takes to provide the needed document.
Ernesto Perez, director general of ARTA, mentioned attempts to remedy the problems during the same news conference, including program collaborations with private organizations designed to hasten the LGUs’ compliance with the ease of doing business.
Project Pinabilis with the Aboitiz group of firms and Project Paspas Pilipinas with Meralco are two examples of public-private efforts that help third- to fifth-class municipalities who find it difficult to deal with processes in the streamlining implementation, according to Perez.
Both initiatives, which began in the Meralco franchise region, have provided computers to various LGUs in addition to setting up solar power systems to power computers in remote locations.
We can expand the programs to the Cordillera LGUs that are struggling to meet the government’s requirements, the official said.
He mentioned that in order to approve a Performance-Based Bonus (PBB) for its employees and officials, LGUs must adhere to the ease of doing business requirements.
At least 91.62 percent of LGUs nationally, according to Perez, have finished, submitted, and are now using their citizen’s charter.
He said that the Department of the Interior and Local Government had stated that the adoption of a productive system that offers quick response and resolution to governmental transactions in LGUs has resulted in an increase in tax collections.
“With the initiatives in place, we continue to be optimistic that by 2025, all LGUs nationwide will be fully compliant,” Perez said. “This will not only benefit the government but most importantly, the clients who will reap the benefits with a shortened turnaround time to process and obtain a document.”
