The House approves a bill prohibiting the use of the mother tongue in grades K–3.

After passing on the second reading on Wednesday, the proposal to stop using the mother tongue as the primary language of instruction for Kindergarten through Grade 3 is gathering support in the House of Representatives.

House Bill 6717, which seeks to address the glaring lack of learning resources in mother tongue languages in schools and ensure adherence to the constitutional duty of delivering quality education that is accessible to all students in basic education, was adopted by the house via voice vote.

Roman Romulo, chair of the House Committee on Basic Education and Culture, who sponsored the bill, noted the lack of a comprehensive collection of educational resources or textbooks in the “main Philippine languages.”

“We all understand that providing our instructors and students with books and instructional materials is essential if we are to deliver high-quality education. Lack of any of them makes it seem difficult to deliver high-quality education, “added Romulo.

The Department of Education (DepEd) must be able to certify to Congress that it has finished its books, teaching materials, and supplies to effectively implement the use of mother tongue or first language to learners, he said, adding that the bill only proposes to suspend the implementation of the mother tongue or first language as the medium of instruction from kindergarten to Grade 3.

The proposed law mandates that mother tongue instruction continue in classrooms where it has been determined to be successful.

It requires the DepEd to work in tandem with the Komisyon sa Wikang Filipino to create the books, instructional materials, and other supplies required for the mother tongue language implementation.

Additionally, it instructs the DepEd and the KWF to evaluate whether all local school districts are capable of using mother tongue or first language as a method of instruction for students in kindergarten through grade 3, as well as whether the required books and materials are appropriate and readily available.

When the evaluation report is approved by Congress and all school districts are certified as being ready to adopt using the mother tongue as the primary language of instruction for kindergarten through grade three, the proposed law will automatically be repealed.
