BOC-Subic busts P86-M for sugar “smuggling”

Recently, 30 20-footer containers of falsely claimed sugar from Hong Kong were seized by the Bureau of Customs (BOC)-Port of Subic. The sugar’s estimated value was PHP86 million.

The BOC said in a statement on Monday that Port of Subic District Collector Maritess Martin issued Pre-Loadment Control Orders after receiving negative reports about containers that were declared to contain slipper outsoles and styrene butadiene rubber but were actually suspected of carrying refined sugar from the BOC Intelligence Group (IG) and Enforcement Group (EG).

On March 15, the BOC officers carried out a non-intrusive inspection and a complete physical examination, which resulted in the discovery of 15,648 bags or sacks of refined sugar.

The designated examiner suggested that an order of seizure and custody be issued.

During the physical examination, Martin was present along with James Layug, Assistant Secretary for the Department of Agriculture (DA), and officials from the Sugar Regulation Agency.

In accordance with SRA and BOC Joint Memorandum Order No. 04-2002 dated August 16, 2002, and Section 1400 in relation to Section 1113 (f) of Republic Act No. 10863, also known as the Customs Modernization and Tariff Act, the BOC had already issued Warrants of Seizure and Detention (WSD) against the shipments (CMTA).

Commissioner Bienvenido Rubio, on the other hand, commended port workers for seizing the illegal cargo.

“With the assistance of our partner agencies, the Bureau of Customs’ ongoing efforts to combat illicit items at the border have been quite successful. In closing, I’d like to congratulate the Port of Subic and remind them to continue steadfastly guarding our borders.

Martin, for her part, issued a warning to individuals engaged in unlawful activity, saying that the Port of Subic would not let dishonest smugglers to import any illicit or illegal items.

Juvymax Uy and Teddy Raval, respectively, are the Deputy Commissioners in charge of the IG and EG of the bureau.
