Senate willing to engage in Cha-cha talks with House members

In response to a senior congressman’s request that they refrain from voicing their complaints in public, the Senate will establish a caucus with the leaders of the House of Representatives to discuss concerns related to the proposed Charter modification (Cha-cha).

In a press conference on Monday, Senate President Juan Miguel Zubiri stated that he is open to speaking with the House only to discuss economic reforms.

“I’m willing to have a conversation with you about this matter. We won’t shut the door on the conversation. We’re not closing our doors for that meeting. It doesn’t imply that I’ve changed my mind. It merely implies that we want to speak further with them about how to go with [this],” Zubiri told reporters.

In a radio interview on Friday, Cavite 4th District Rep. Elpidio Barzaga Jr. said they must sit down and privately settle their feud over the push for Cha-cha, instead of quarreling in public.

Zubiri confirmed rumors that he prevented House leaders from being invited to a hearing on Monday by Sen. Robinhood Padilla, chair of the Committee on Constitutional Amendments and Revisions of Laws.

As is customary, according to Zubiri, the Senate does not call sitting members of Congress to serve as resource persons since they are entitled to parliamentary etiquette as representatives of an equal arm of the government.

Padilla “may not yet be fully abreast with the traditions and practices of both chambers,” according to Zubiri, a new senator.

Zubiri stated, “This tradition is to protect him and his committee as well as to avoid a situation in which conflicting opinions and heated debates may occur, putting the chairperson in a difficult position, particularly on how to rule on such discussions.

He guaranteed the Senate is not standing in the way of the committee hearings.

In a different press conference, Padilla expressed his sadness over the circumstances and his commitment to Cha-cha.
