Blue Ribbon concludes its investigation into alleged NAIA human trafficking

The Senate Blue Ribbon Committee (SBRC), which investigated potential human smuggling at the airport as reported by Senator Grace Poe during her Feb. 15 privilege speech, expects fresh improvements at the Ninoy Aquino International Airport (NAIA).

Senator Francis Tolentino, chair of the blue ribbon committee, encouraged the Bureau of Immigration (BI) to be fair to all travelers and to be consistent and steadfast in executing its rules.

In his remarks as he was wrapping up the investigation, Tolentino remarked, “Remember that what we are doing here is to improve the system.

“We are aware of the current shortcomings, but we urge the government agencies to be here. We call on the (Bureau of Immigration) to be resolute and consistent in enforcing immigration laws even in the general aviation sector, the official continued.

He also requested a discussion of the current system, particularly with regard to police exit and MIAA clearances, between the Manila International Airport Authority (MIAA) and the Philippine National Police Aviation Security Group (PNP-AVSEGROUP).

“Who should have final authority? Before a private plane takes off, the police must obtain an exit clearance or the CAAP clearance. Also, it is important to make clear the boundaries between the runway, tarmac, and departure routes. Having shared offices is possible. No need to split, Hindi naman kelangan magkahiwalay “The leader of the blue ribbon committee said.

Tolentino noted that the committee will anticipate hearing suggestions for system improvement from several involved agencies.

In the prior hearing, Tolentino determined that the private plane, which was allegedly carrying “unauthorized persons,” was able to take off from NAIA destined for Dubai since the PNP-AVSEGROUP and the control tower were not in communication with one another.

The event is still under investigation, according to MIAA General Manager Cesar Chiong, and those involved will face consequences.

Chiong added that efforts are being made to ensure that the 1,661 solar-powered CCTV cameras that have been installed in the airport run continuously.

Poe, the Senate Committee on Public Services chairperson, stated in her address last month that human smuggling occurred at NAIA when a plane carrying people who weren’t listed on a flight manifest was permitted to leave the nation.
