
PH and China concur to use diplomacy to resolve their differences regarding SCS
According to the Department of Foreign Affairs (DFA), China and the Philippines have agreed to resolve their disagreements and respond to crises in the South China Sea (SCS) through “friendly consultations.”
The DFA stated in a statement that during the 7th Bilateral Consultations Mechanism (BCM) in Manila, both parties looked at methods to promote maritime cooperation “directed at confidence-building and managing tensions.”
The 1982 United Nations Convention on the Law of the Sea (UNCLOS) and the Philippines’ and China’s commitment to peace and stability in the South China Sea were both reiterated during the BCM, according to the statement.
“Both sides stressed their resolve to complete an effective and substantive Code of Conduct” and acknowledged their responsibilities under the 2002 Declaration on the Conduct of Parties in the South China Sea.
The 2016 South China Sea Arbitral Award and the other maritime events tracked since 2021 were also topics of discussion between the two sides.
Manila “looks forward to a time that the news would no longer report on Philippines-China maritime incidents, but instead focus on mutually beneficial endeavors,” said DFA Undersecretary Maria Theresa Lazaro, who was in charge of the Philippine mission.
She stated during the BCM, “I cannot emphasize enough that this should start with restraint from violent acts.
The Chinese Foreign Ministry claimed in a separate statement that the meeting produced more than 10 agreed-upon issues and conclusions.
According to the statement, the two sides decided to “promote practical cooperation in areas such as diplomacy, defense, coast guard, oil and gas development, fisheries, maritime affairs, maritime search and rescue, and marine scientific research, as well as environmental protection” by maximizing the BCM’s role.
The 2016 Memorandum of Understanding on Establishing the Joint Coast Guard Committee was revisited, and the Annual Defense Security Meeting was held.
Additionally, fresh efforts were put forth, such as cooperative training programs for aquaculture and the maritime environment.
The Joint Committee on Fisheries will meet “at a soon date,” the two parties also agreed.
The BCM is a measure to boost confidence that addresses a variety of maritime issues, such as the West Philippine Sea and South China Sea, marine environmental protection, and fisheries cooperation.
In 2021, the final BCM was held.
