Ensure that rural projects are successful, Estrella to DAR field offices.

Each finished rural infrastructure sub-project must be monitored by all regional and provincial Department of Agrarian Reform (DAR) authorities to make sure it is operational and well-maintained.

Conrado Estrella III, the DAR secretary, stated in a news release on Tuesday that projects that have been finished and given to local government units (LGUs), particularly exceptional projects with foreign assistance, should be properly maintained and operating in accordance with their intended designs and functions.

DAR field program officials were advised to institutionalize the sustainability, monitoring, and evaluation (SME) plan “to preserve and restore the system of completed sub-projects,” according to lawyer Milagros Isabel Cristobal, DAR Undersecretary for Support Services.

To counteract the effects of weather, organic growth, traffic wear, damage, or vandalism and to prevent deterioration of structures and ancillary facilities over time, Cristobal said, “We need to maintain in good condition completed foreign-assisted special sub-projects according to their designs and accepted configurations.”

She went on to say that as part of the beneficiaries’ development program, a recurring SME on finished and turned-over rural infrastructure sub-projects should be carried out.

In order to monitor the compliance of the affected LGUs in delivering operating and maintenance funding during the 10-year regulatory term starting from the date of the project changeover, Cristobal emphasized the significance of adequate coordination with the LGUs in question.

According to her, the memorandum of understanding between DAR, LGUs, and foreign financing institutions explicitly states that supplying operating and maintenance funds is required for special projects for that DAR receives foreign assistance.

In the event of carelessness, the financial grants provided for the project implementation will be converted to loans and borne by the LGUs.

Maintaining these rural facilities in top shape aids in maintaining the advancements the Comprehensive Agrarian Reform Program has strived to achieve over the years, according to Estrella.
