EDCA locations won’t be used for “offensive” actions, according to PBBM
The four new sites included in the Philippines’ Enhanced Defense Cooperation Agreement (EDCA) with its steadfast ally, the United States, were not going to be used for military purposes, according to President Ferdinand R. Marcos Jr. on Monday “acts that are offensive.
During a casual conversation with reporters, while attending the 81st Araw ng Kagitingan celebration at the Mt. Samat National Shrine in Pilar, Bataan, the President made this statement.
“Hindi tayo papayag na gamitin ang mga bases natin para sa kahit anong offensive na action, ang Pilipinas, hindi tayo papayag. It is for the purpose of the Philippines’ long-term defense; the Philippines will not permit the use of its bases for any kind of offensive action. When questioned if the new locations may “add tensions” in the area, Marcos responded, “It will be used whenever the Philippines needs help.
“He said, “What we are doing is continuing to reinforce the defence of our territory, our Republic. Ang ginagawa natin ay ipagpatuloy natin na pinapatibay natin ang depensa ng ating teritorya, ang pagdepensa ng Republika.
The United States and the Philippines have a strong post-World War II security alliance, according to Marcos, and the extra EDCA locations allow the United States, “an opportunity to come and assist us in any way.”
“Everything that is exists already. Kampo diyan na dati pa mayroon na talaga. And all of these sites already exist, with the exception of the EDCA, which is the one that is being used by us to create this page. And the only difference between what we did in this EDCA and that is that we give the United States, our only treaty partner, the opportunity to come and assist us in any way, lalong-lalo naโฆ nag-umpisa talaga ‘yan sa pagtulong sa mga disaster relief, ganyang klaseng bagay (particularly for disaster relief operations, things like that),” the President said.
Four sites have already been designated as EDCA sites by Malacanang because they are deemed “appropriate and mutually beneficial” and will also be used for humanitarian and relief efforts in the event of catastrophes and natural disasters.
The Naval Station Camilo Osias in Sta. Ana, Cagayan; Lal-lo Airport in Lal-lo, Cagayan; Camp Melchor Dela Cruz in Gamu, Isabela; and Balabac Island in Palawan are the four places that the Armed Forces of the Philippines (AFP) examined and evaluated.
In addition to the five current places covered by the EDCA, Marcos granted American forces access to four additional military camps in the Philippines in February.
This April, the US, and Filipino militaries plan to conduct their biggest military drill to date.
