Solon advocates for the establishment of grain commodities exchange clusters
On Monday, a party-list senator demanded the establishment of national and regional grain commodity market clusters where transparent trading of rice and corn could guarantee a consistent supply of the dietary staples.
Representative Alfred Delos Santos of the Ang Probinsyano Party list said in a statement that the development of these commodities clusters would also contribute to lowering the cost of rice and corn.
According to Delos Santos, purchasing buffer stockpiles from regional farmers in the provinces is now the “best way” to guarantee the supply of rice.
He made specific note of the requirement that the National Food Authority (NFA) obtain its buffer stocks primarily and directly from regional cooperatives and rice farmers.
The National Food Authority (NFA) can still keep its own NFA buffer stocks, which is what it can still do. In order to prepare for the lean months from late June to mid-September, it should, according to Delos Santos.
The next step is to convince rice importers and consumers that a balance between rice supply and demand must be maintained.
The national government, according to him, ought to make clear to rice importers that it still possesses sufficient police and administrative authority to combat hoarding, smuggling, price manipulation, and economic sabotage.
“In order to demonstrate that these authorities still exist, it is crucial to prosecuting any open cases of economic sabotage, smuggling, and pricing manipulation. He stated that it was imperative to convey the message loud and clear that it was not wise to manufacture artificial rice shortages in the present or the future.
President Ferdinand R. Marcos Jr. stated in a video interview on Thursday that the nation’s rice supply situation is in “good shape,” adding that the government is taking steps to manage the price of rice.
“I don’t have any kukulang in the bigas. We won’t have a shortage of rice, and we will be tinitingnan natin lahat ng paraan upang ang presyo ay ma-control natin at hindi naman masyadong tataas. In a video interview, Marcos stated, “And we are looking at different ways to limit the price so that it wouldn’t climb that much.
According to the DA 2023 supply outlook, the nation’s total supply is at 16.98 million metric tons (MMT), which is enough to meet the demand, which is predicted to be 15.29 MMT this year.
Based on these figures, the DA predicted that the nation’s ending balance would be 1.69 MMT, or 45 days’ worth of buffer stock, as opposed to the optimum 90 days’ worth of buffer stock needed to stabilize the price of rice.
Marcos, however, emphasized that the NFA should increase its buffer reserves, which should come from both imports and local farmers.
To fill a projected gap in the nation’s buffer stock for the relief efforts of various agencies in the case of disasters this year, the NFA is recommending the purchase of 330,000 MT of rice.
According to agricultural experts, the proposed buffer stock of rice will provide enough for calamity and relief needs from July to December this year and is equivalent to nine days’ worth of national consumption starting in July 2023.
