Solon wants to create rules for government infrastructure programs.
Senator Christopher Lawrence Go on Wednesday filed a bill seeking to establish a comprehensive framework to hasten the implementation of the national government’s flagship infrastructure programs and projects to show his support for President Ferdinand R. Marcos Jr.’s pledge to continue and expand the “Build, Build, Build” Program of the Duterte administration.
Go cited Senate Bill No. (SBN) 2114, which emphasizes that the nation’s economic progress depends on the national government’s ability to deliver infrastructure projects, calling for a more diversified funding strategy and strategic use of Public-Private Partnership with the Marcos administration’s “Build Better More” program.
“Thank you very much, President Bongbong Marcos,” the speaker said. I am glad that President Bongbong Marcos is committed to implementing additional infrastructure projects through the ‘Build Better Additional’ initiative, notably the promotion of interconnectivity in our nation, he remarked.
We would have a better economy if people, services, and goods can move more quickly, according to the saying, “Kung mas mabilis ang daloy ng mga tao, ng mga serbisyo at produkto, mas uunlad po ang ating ekonomiya.” Because so many of our citizens lost their jobs and means of support due to the pandemic, he continued, infrastructure projects are also one of the main sources of new employment.
If SBN 2114 becomes law, it will mandate that the National Economic and Development Authority (NEDA) establish and develop a Comprehensive Infrastructure Flagship Programs Development Plan. This plan will serve as a roadmap for implementing the Flagship Programs and Projects, which will be implemented in four phases over six years each.
Additionally, it states that under the coordination of the NEDA, all implementing agencies, local government entities, and regional authorities shall jointly identify and determine high-impact and game-changing specific infrastructure flagship projects that shall highlight domestic products that are abundant in the region or have significant potential for development and economic viability, increase the productive capacity of the region, create employment, and strengthen the move
“As your senator, I firmly think that spending money on infrastructure is one of the keys to advancing the economy and raising the standard of living for our compatriots in the Philippines. Our government’s flagship infrastructure plans are essential to our nation’s prosperity. Still, we must hasten their implementation and make sure that it is done so successfully and efficiently,” Go added.
A thorough set of regulations governing the planning, execution, and oversight of these programs should be established, according to the lawmaker, to accomplish this goal. These regulations should cover all phases of the project cycle, including feasibility studies, design and engineering, procurement, construction, and maintenance.
