PBBM emphasizes the necessity of a national land use strategy.

On Saturday, President Ferdinand R. Marcos Jr. committed to giving the proposed legislation creating a national land use strategy “urgent attention” to secure the country’s overall development.

At the formal opening of Pier 88 in Liloan, Cebu, Marcos gave a speech during which he pledged to get Congress to swiftly enact the planned National Land Use Act, one of his top priorities.

Marcos added that I should underline the pressing need for our nation to implement a [National] Land Use Policy, which is a top legislative priority for this administration.

This time, we’ll make sure that this policy receives the immediate attention it needs because we recognize how crucial it is to the overall development of our country.

Additionally, Marcos congratulated the House of Representatives for passing House Bill (HB) 8162, better known as the proposed NLUA, in a “timely and significant” manner.

The proposed NLUA, which aims to establish the national framework for developing the country’s land to ensure its optimal use by the idea of sustainable development, was passed by the House on final reading on Monday.

As the chairman of the Urban Planning, Housing, and Resettlement Committee and a senator who worked on the legislation, Marcos claimed firsthand knowledge of the bill’s considerable effects.

All mandates and laws on land use — from watersheds to farmlands, from cultural heritage sites to ancestral domains, from protected disaster-prone areas — “shall be integrated through a [national] physical framework plan,” Marcos added.

According to Marcos, the bill’s passing is “terribly important,” and local governments must make sure that their own land use and physical development plans “will conform to and will be consistent with the national plan.”

As he praised the coordinated efforts of the Liloan government and the entire province of Cebu in pursuing strong urban planning and development practices, Marcos underlined the significance of “holistic, systematic, and integrated” planning in the Philippines.

According to him, such strategic planning will reinforce the socioeconomic power of the entire nation and Cebu Province’s urban development basis.

“Let’s imagine if these kinds of projects are replicated across the country, laterally and locally coordinated, and harmonized both on the provincial and national levels, then we could say that we are genuinely closer to our ambition of a prosperous, inclusive, and resilient society,” added Marcos.

“We will be watching the success of all of these coordinated efforts that we are doing with Cebu, and again, we will use those examples around the country,” he continued.

The National Land Use Commission (NLUC), which will be established following HB 8162, will serve as the highest policy-making body for land use and be tasked with resolving disputes about land use policy between or among agencies, branches, or tiers of government.

The NLUC will oversee the execution of all land use plans, including pertinent policies, and coordinate efforts toward the establishment of integrated land use plans at the national, regional, province, city, and municipal levels.

The Senate has also received a number of bills related to the proposed land use policy.
