Comelec Strongly Denies Rigging Allegations in 2022 Polls π«π³οΈ
π³οΈπ« MANILA β The Commission on Elections (Comelec) vehemently denies any claims of rigging in the 2022 national and local elections (NLE), countering the arguments raised by former Information and Communications Technology undersecretary Eliseo Rio Jr.
Specifically, Rio expressed concerns about the transmission of results from a “private and similar IP address” in certain areas during the elections. Comelec chairperson George Erwin Garcia clarified that there is no legal requirement stating that all modems should have different or similar IP addresses. Approximately 20,300 modems were in use, with the same IP address, as they were purchased for Comelec-leased vote counting machines and to replace damaged modems from VCMs purchased in 2016.
Garcia assured that all these modems underwent necessary testing and emphasized that the similarity of IP addresses had no impact on the accuracy, legitimacy, and functionality of transmission. Additionally, the Comelec chief refuted allegations of a “man-in-the-middle” in the transmission of election results, as the data from polling precincts were consistent with those transmitted to Comelec servers.
Both the Parish Pastoral Council for Responsible Voting (PPRCV) and the National Citizens’ Movement for Free Elections (NAMFREL) demonstrated 99.97 percent accuracy between printed election returns and electronically-transmitted ones.
Garcia highlighted the importance of ballots under the custody of the city and municipal treasury, as well as the secured scanned images kept by the Comelec, as the strongest basis for accuracy. A random manual audit from 748 clustered precincts showed 99.949 percent accuracy.
The Comelec also clarified that it is feasible to receive 20 million votes in a single server considering the capacity of modern transmission.
To provide transparency, Comelec provided Rio’s camp with both digital and printed copies of the 2022 NLE transmission logs and uploaded them to the official website for public access.
