The PNP is preparing a major information push on the usage of body-worn cameras.
A major awareness campaign on the deployment of body-worn cameras was ordered by Philippine National Police (PNP) Head Gen. Guillermo Eleazar on Sunday. Lt. Gen. Israel Ephraim Dickson, the PNP’s deputy chief for operations, was instructed to prepare for the campaign (BWCs).
On Friday, the Supreme Court (SC) En Banc adopted a resolution that contains the regulations for the use of BWCS in the execution of warrants. Eleazar issued the order in response to the resolution.

He said that the usage of BWCs would soon become a standard operating practice for police departments throughout the nation.

Earlier this week, Eleazar authorized the formation of a technical working group (TWG) to examine and integrate the regulations established by the SC into the police guidelines on the use of body-worn cameras (BWCs).
Mr. Eleazar expressed gratitude to Chief Justice Alexander Gesmundo for his support for the PNP’s efforts to further professionalize the organization and to enhance the use of a human rights-based strategy in the conduct of police operations.
In order to provide a proposal on the composition of the TWG, the Directorate for Operations and the Directorate for Investigation and Detective Management (DIDM) were charged with developing a report.
The TWG was also tasked with developing modules that would be used in training and lecture programs for police units that had acquired BWCs earlier this month. The modules would cover all legal aspects of the use of BWCs and would be sent to the units in question.
The Philippine National Police (PNP) introduced the body-worn camera system on June 4 in order to guarantee the openness and legitimacy of law-enforcement activities. Initial distribution of body cameras has taken place at 171 police stations and offices, for a total of 2,696 cameras.
On the basis of the PNP’s plea for help from the High Court, which was assisted by Secretaries Eduardo Ao and Menardo Guevarra of the Departments of the Interior and Local Government, the Supreme Court delivered its decision last Friday.
The rules of the Supreme Court contain precise regulations governing the issuing of arrest and search warrants by the courts, as well as the serving of such warrants by law enforcement officers.
The SC regulations also include instructions for the preservation of recordings from the BWCs, the chain of custody of video recordings, and the legal processes that must be followed when obtaining BWC recordings, all of which are included in the SC rules.
According to Eleazar, the regulations on the use of body-worn cameras, which were created by the High Court, would be of great assistance in removing any questions or suspicions about the conduct of their operations, particularly in their vigorous fight against illicit narcotics.
