
BOC is working toward complete automation.
The Bureau of Customs (BOC) designed and deployed 31 Information Communication Technology (ICT) projects and systems as of December 2021, with the goal of entirely automating its frontline transactions.
The Automated Bonds Management System (ABMS) is the most important, as it tracks the status of bonds from the time they are issued until they are canceled, and it speeds up the settlement or collection of due and demandable bonds.
It’s a system for processing bond transactions, monitoring and aging bond balances, and marking those that have matured across the entire agency.
On August 11, 2021, the ABMS was initially implemented at the Port of Manila.
The Authorized Economic Operator (AEO) Online Portal is another platform that stakeholders can utilize to apply for the AEO Program.
It was launched on August 25, 2021, and it allows importers and exporters to submit, process, and approve AEO applications online.
On September 14, 2021, the BOC successfully deployed the Automated Inventory Management System for Customs Bonded Warehouses (CBW) at the Port of Manila to determine and monitor the stock inventory of bonded goods from the time of entry into the CBW until the liquidation of the goods declaration covered by the Warehousing Single Administrative Document.
On Sept. 22, 2021, the Bureau implemented the Electronic Advance Ruling System (e-ARS), which was designed for electronic filing of applications and supporting documentation for Advance Ruling on Origin and Valuation.

13. Enhanced Value Reference Information System
14. Internal Administration Management System
15. E2M Stabilization, Support, and Maintenance
16. Computerization of Super Green Lane Office
17. General Transportation Surety Bond Online Inquiry
18. Automated Routing and Monitoring System
19. Inventory Management System for Container Yards/Container Freight Stations
20. Client Profile Registration System Status Online Inquiry
21. Pre-payment Online Inquiry System
22. Prepayment System for all types of Declarations
23. Offense Database
24. Backup Network and Internet
25. Electronic Certificate of Origin
26. National Customs Enforcement Network
The initiatives are part of the Department of Information and Communications Technology’s Information Systems Strategic Plan.
The BOC will continue to modernize its procedures and standards under the direction of Commissioner Rey Leonardo Guerrero, in order to match the agency’s processes and standards with the world’s best and most efficient customs services.
