To ‘alter’ the costs of farm and fishery products, a fuel discount is being offered.

The “Fuel Discount for Farmers and Fisherfolk Program,” as specified by Special Provision No. 20 of the General Appropriations Act (GAA) for the Fiscal Year 2022, or Republic Act (RA) 11639, will be implemented by the Department of Agriculture (DA).

“We sincerely thank President Rodrigo Roa Duterte and honorable members of the Senate and House of Representatives for approving and appropriating P500 million for the fuel subsidy program, which will benefit millions of Filipino farmers, fishers, and consumers across the country,” Agriculture Secretary William Dar said in a statement on Monday.

“The gasoline discount would undoubtedly assist in lowering the production and transportation costs of the main farm and fisheries items, thereby tempering their respective market prices, benefiting both producers and consumers,” he added.

When crude oil prices reach USD80 per barrel for three months, under Special Provision No. 20 of the 2022 GAA, a total of PHP500 million will be allocated to provide gasoline discounts to farmers and fishermen.

“Provided, however, that the farmer or fisherfolk recipient owns and runs agricultural and fishing apparatus either directly or through a farmer organization, cooperative, or association: “Provided, further, that in the case of fishermen, their fishing vessels are registered in the Integrated Boat Registry System or DA-BOATR: BFAR’s Provided, further, that proof of ownership shall be provided for farm machinery owned and/or operated by individual farmers or farmers’ organizations,” the special provision read.

Fuel vouchers will be issued by DA Regional Field Units and Bureau of Fisheries and Aquatic Resources (BFAR) Regional Offices to qualified beneficiaries in order to claim the fuel discount, with 1.5 percent deducted for administrative and other operational expenditures.

“The DA shall provide a copy of the implementing guidelines to the Oversight Committee on Agriculture and provide quarterly reports on the program’s implementation,” it added.

The intended beneficiaries for the supply of fuel discounts must be registered with the DA’s Registry System for Basic Sectors in Agriculture (RSBSA) and the BFAR’s fisherfolk registry system, according to DA Undersecretary for Operations Ariel Cayanan.

Cayanan hosted a meeting of officials from the Department of Agriculture’s Regional Operations Group, national rice, and corn program directorates, and the Bureau of Fisheries and Aquatic Resources last week to flesh out the fuel discount program’s implementing rules.

The program includes criteria for prioritization, the number of discount vouchers to be given to qualified beneficiaries, and the formation of a technical working group (TWG) to oversee the development and finalization of the guidelines as well as program implementation. TWG will provide regular updates on the situation.
