A bill giving honoraria and proper certificates of civil service eligibility to Sangguniang Kabataan (SK) kagawads (councilors) failed to pass the second reading in the House of Representatives.

During Tuesday’s plenary session, the House passed House Bill 10698, which provides honoraria, allowances, and other emoluments to SK councilors.

The reform also broadens the scope of SKs’ functions to include skills training, youth employment, environmental protection, values education, and other programs targeted at young people’s vulnerabilities.

It also stipulates that the SK treasurer must have a financial or accounting background.

“We must ensure that the SK’s efforts are rewarded if we want to professionalize it. The SK played a critical role in the fight against Covid-19 because they were among the barangay front-liners who could be mobilized for ayuda (aid) distribution and module distribution, according to Salceda.

Each LGU must also appoint a local youth development officer to coordinate SK activities, according to the reform.

“Fifty-two percent of Filipinos are under the age of 24,” says the report. Individuals up to the age of 24 are eligible to run for the SK. As a result, the vast majority of Filipinos are SK members. “This is an important level of government that we must not overlook,” Salceda remarked.

The bill has already passed the Senate in its current form.

“Hopefully, we’ll be able to conduct bicam during the session break and ratify within the final six days of the session before the term ends after the elections.” Better yet, if the Senate and House leaders are agreeable, we can conduct bicam next week and ratify by Wednesday next week,” Salceda remarked.
