The limitations on unvaccinated people moving throughout the National Capital Region (NCR) would be eased if the warning level classification is reduced to Alert Level 2, according to acting Presidential spokesperson Cabinet Secretary Karlo Nograles.

“You must return to the ordinances. I believe the ordinances actually indicate that no vax, no ride, or any other limitations or restrictions based on the laws are only in effect for Alert Level 3 or higher. So, to put it another way, when you deescalate, the ordinance can no longer be enforced “In a televised interview, Nograles stated.

According to Nograles, the Department of Transportation (DOTr) is enforcing the “no vax, no ride” policy, which was enacted by Metro Manila cities.

“So, the ordinances themselves are the legal underpinning of this,” he added.

The policy, according to Nograles, is “mainly focused on protecting the unvaccinated.”

The Inter-Agency Task Force on Emerging Infectious Diseases (IATF-EID) issued recommendations, and local government units (LGUs) will pass ordinances based on the procedures.

The Department of Transportation (DOTr) announced on Wednesday that unvaccinated and partially vaccinated workers in industries and establishments allowed to operate in the NCR under the current Covid-19 Alert Level 3 status will only be allowed to ride public transportation for 30 days starting January 26.

After looking into the country’s vaccination data, Department of Labor and Employment (DOLE) Secretary Silvestre Bello III, Department of Interior and Local Government (DILG) Secretary Eduardo Ao, and Department of Transportation (DOTr) Secretary Arthur Tugade decided on the matter in an inter-agency meeting on January 21.

The move, according to DOTr Undersecretary Artemio Tuazon Jr., aims to protect unvaccinated and partially vaccinated personnel who use public transit from getting and developing severe illnesses. Covid-19.

Only fully vaccinated personnel in the NCR will be allowed to use public transit thirty days after the new procedure is announced.

Partially vaccinated workers will be able to board public transit within the 30-day interval.

Individuals who are partially unvaccinated are still in danger, thus they will not be permitted to utilize public transportation if immunization is not completed within the 30-day deadline.

Nograles further stated that 80% of the hospitalized Covid-19 patients were unvaccinated and that more than 90% of them had severe and life-threatening symptoms.

“It’s basically for the protection of the unvaccinated,” Nograles explained. “Once again, the DOTr is enforcing the ordinances imposed by the LGUs.”

Due to an increase in Covid-19 active cases, the NCR is currently on Alert Level 3 until the end of January.

According to Nograles, the ITAF-EID will meet on Thursday to determine whether the alert level status should be deescalated or escalated based on the characteristics of the NCR’s Covid-19 scenario.

Meanwhile, Health Secretary Francisco Duque III has stated that Metro Manila is “ready” to deescalate to Alert Level 2 if the government chooses to do so by February.
