During the campaign time for next year’s national elections, candidates are not permitted to have physical contact with one another at meetings or other related activities.

The Commission on Elections (Comelec) issued Resolution No. 10732 on Friday, stating that during next year’s campaign cycle, all candidates will be prohibited from having close interactions with their supporters and the general public during conventions, caucuses, meetings, and rallies.

“Handshakes, hugs, arm-in-arm walking, or any other activity that includes physical contact between the candidate, their supporters, and the general public,” it stated.

It also prohibited, among other things, taking photos with the candidates and providing out food and drinks.

“Taking selfies, photographs, and other similar activities that demand close closeness between the candidate and their companions, as well as the public; and distribution of food and drink, as well as all other commodities or items,” the November 24 resolution noted.

Entering any private dwelling during house-to-house campaigning, even with the express agreement of the owners, is illegal, according to the Comelec, as is crowding and crowds that violate minimum public health standards (MPHS) around the candidate and his or her companions.

The polling body also determined the maximum capacity for motorcades and caravans based on classifications, which allude to the government’s five-tier alert level system, with Category 1 being the most relaxed and Category 5 being the harshest.

For trucks, buses, mini-trucks, and jeepneys, up to 70% of the vehicle’s capacity is allowed under Category 1; up to 50% of the vehicle’s capacity is allowed under Categories 2 and 3, and up to 30% of the vehicle’s capacity is allowed under Category 4.

Categories 1 and 2 enable full capacity for service utility vehicles and owner-type jeepneys; Categories 3 and 4 allow up to two passengers per row and one passenger on the driver’s row.

Tricycles with maximum capacity are authorized in Categories 1 and 2; one passenger in the sidecar and one backride passenger are allowed in Categories 3, and one passenger in the sidecar but no backride passenger is allowed in Category 4.

On bikes in Categories 1 and 2, one ride passenger is permitted; no backride passengers are permitted in Categories 3 and 4.

Under Category 5, no motorcades or caravans will be permitted.

“Only candidates, campaign leaders, and supporters from the same household are permitted to travel together,” it stated.

Stopovers, layovers, and other similar stoppages for the conduct of other election campaign activities; Handshakes, hugs, kisses, going arm-in-arm, or any action that involves physical contact between the candidate, their companions, and the public; Taking selfies, photographs, and other similar activities that require close proximity between the candidate, their companions, and the public; and Distribution of fodder are all prohibited during motorcades at all levels.

Category Level (in-person campaign): Category 1, no limit; Category 2, a candidate or campaign leader may be accompanied by a maximum of five campaign support workers; Category 3, a candidate or campaign leader may be accompanied by a maximum of three.

Under Categories 4 and 5, no in-person campaigns will be permitted.

The polling organization has also imposed capacity limitations for caucuses, meetings, conventions, rallies, and “miting de avance” — advance voting. Category 1: up to 70% capacity (indoor and outdoor venues); Categories 2 and 3: up to 50% capacity (indoor and outdoor venues); Category 4: 30% capacity (indoor and outdoor venues) (outdoor venues only).

Under Category 5, no caucuses, meetings, conventions, rallies, or “miting de avance” will be permitted.
