Secretary Jeremiah B. Belgica, director-general of the Anti-Red Tape Authority (ARTA), reiterated his request for government entities to establish formal contact lines and make their offices publicly accessible.

This, according to Belgica, is a crucial facet of public service, particularly in light of the Covid-19 pandemic.

The announcement came after ARTA continued to receive complaints from government offices that we were unable to be reached by phone.

“We must recognize that it is a disservice to the public if citizens are unable to contact government officials for assistance. This is another example of bureaucracy impeding the delivery of government services to Filipinos “Belgica announced the news in a press release on Tuesday.

“If we continue to get complaints like these, we will issue notices to erring government offices to clarify,” he added.

According to him, establishing contact lines is just as necessary as establishing Public Assistance and Complaints Desks, both of which are required by Republic Act 11032, or the Ease of Doing Business and Efficient Government Service Delivery Act of 2018.

This is in accordance with the Inter-Agency Task Force for the Management of Emerging Infectious Diseases’ Omnibus Guidelines on the Implementation of Community Quarantine in the Philippines and the Office of the President’s Memorandum Circular No. 87.

Both issuances stipulate that the government must be fully operational at all times, including during the Covid-19 pandemic or increased community quarantine, which was later replaced by the Alert Level System.
