‘Unify efforts against lawlessness and insurgency,’ local executives advised.

On Thursday, President Rodrigo Duterte urged local chief executives to engage with the national government to ensure that efforts to combat the communist insurgency are synchronized.

He made the statement at the Garden Orchid Hotel in Zamboanga City during a meeting with officials from the National Task Force-Regional Task Force to End Local Communist Armed Conflict (NTF-RTF-ELCAC).

“I urge the Zamboanga Peninsula’s local chief executives to coordinate their efforts in the battle against lawlessness and insurgency, and to support the government’s essential plans for long-term peace and progress. In his address, he remarked, “Gamitin mo yung power mo (Use your power) and I will back you up.”

Members of the joint task group were congratulated by Duterte for their strong commitment to working for “the greater benefit” of Filipinos.

“I appreciate all of the officials and members of the Joint National Task Force and Regional Task Force to End Local Communist Armed Conflict here in Region 9 for devoting and risking their lives to end this decade-long insurgency problem that has hampered rural development,” he continued.

Several government agencies awarded various programs and projects to various recipients during the conference in an effort to help areas afflicted by the rebel conflict develop.

Governor Victor Yu of Zamboanga del Sur and Mayor Maria Isabelle Climaco of Zamboanga City were also present, as were high-ranking officials from national government agencies, congressional representatives, senior officers of the Armed Forces of the Philippines, Philippine National Police, and the NTF-ELCAC, and beneficiaries of the Barangay Development Program (BDP), who were represented by their respective barangay chairpersons.

According to National Security Adviser Hermogenes Esperon Jr., who is also the vice chair of the NTF-ELCAC, the development efforts on the Zamboanga Peninsula are currently managed through the coordination of civilian agencies and security forces in the region.

“Peace and order are maintained in the region thanks to the combined efforts of security authorities and regional offices of national government agencies,” he said.

From 2016 to 2019, a total of 86 projects under the BDP are being implemented for 34 barangays in the Zamboanga Peninsula that have been free of the influence and threat of the Communist Party of the Philippines-New People’s Army-National Democratic Front (CPPยญNPA-NDF).

A total of 39 barangays cleansed of communist threat from 2020 to 2021 would get the BDP package of development projects in fiscal year 2022.

Executive Order No. 70, signed in December 2018, formalized the whole-of-nation approach to achieving inclusive and long-term peace by establishing a National Task Force-ELCAC and directing the drafting of a National Peace Framework.
