Digitalization of government to promote social fairness and combat corruption

Senator Panfilo ‘Ping’ Lacson, the standard-bearer of the Partido Reporma, said on Tuesday that if elected president, he is committed to using technology solutions to combat corruption.

He stated in a statement that this will promote social fairness in the process, particularly for working-class Filipinos who have a difficult time getting good pay.

Lacson also discussed how his ideas for the digitalization of all government operations will handle the perennial issue of low-wage workers demanding higher pay raises from their companies.

The Regional Tripartite Wages and Productivity Board—an associated entity of the Department of Labor and Employment (DOLE)—determines minimum pay rates in the country under the Labor Code, with representation from both the business and employee sectors.

They will determine the average wage (the living wage and real salary of workers in a given location),” the presidential candidate stated.

Lacson, on the other hand, claims that some businesses are dishonest with their financial records, making it impossible for their employees or labor unions to appeal or negotiate for salary increases.

“Alam mo ba na ‘yung mga employers, tatlo ang libro niyan e, tatlo ang libro niyan e, tatlo ang libro niyan e, tatlo ‘Yung isang libro ay totoo, ay kinikita.’ Yung isang pang-BIR livre (Bureau of Internal Revenue). ‘ Yung isang libro ipakita sa mga trabahador kung mayroong pag-uusap for sa collective bargaining agreement yung isang libro ipakita sa mga trabahador kung mayroong pag-uusap para sa collective bargaining agreement (CBA) (Did you know that these businesses use three different sets of books for their financial statements?) One set of figures indicates their true profits. The BIR will use the other set (Bureau of Internal Revenue). “The other set is what is shown to their employees during collective bargaining agreement (CBA) negotiations,” Lacson explained.

“So, if ‘yung pinag-uusapan na’yung pagtaas ng sahod, ang ipinapakita ‘yung pangatlo — ‘yung para lang sa mga workers.” Ito talaga ‘yung reality.’ Mawalang-galang na sa mga employers ha. Lacson believes that problems like these can be avoided if government operations are fully digitalized and a sophisticated algorithm designed to identify fraud is used, forcing corporations and other high-income tax-paying individuals to be honest about their financial records.

He went on to say that promoting a digital governance framework centered on improving revenue collection processes from both the BIR and the Bureau of Customs will allow the government to create a balanced budget that will address the nation’s and people’s socio-economic problems while avoiding the imposition of new taxes or tax increases as much as possible.

Lacson further stated that as a first step in achieving these goals, he is considering establishing cross-referencing procedures between the BIR and the Securities and Exchange Commission (SEC).

The government would be able to determine and assess whether the amounts declared and reported in income tax returns filed by firms and rich taxpayers are accurate or if they are concealing something.

Similar systems will be applied to other government databases to allow the government to assess whether a person or business is reporting the correct information and paying the correct taxes, as well as whether their total assets, such as real estate and automobiles, are commensurate with the income they declare, according to Lacson.

He went on to say that this is identical to the approach being implemented by the federal government in the United States.

The resurrection of economic activity via reducing unemployment and investing in micro, small, and medium firms is part of the Lacson-Sotto tandem’s comprehensive socioeconomic program (MSMEs).
