Two’red’ LGUs in the Cordillera are being watched by cops for polls.

The Police Regional Office-Cordillera (PROCOR) said it is currently closely monitoring two local government units (LGUs) in the Cordillera Administrative Region (CAR) that have been designated as “red areas” for the May 9 elections.

In a phone interview on Friday, PROCOR information officer Capt. Marnie Abellanida said Tabuk City and the town of Lubuagan in Kalinga have been placed in the red category as of the end of January.

“They were placed in the red category owing to recent election-related incidents,” he explained.

He did say, however, that they are now investigating the circumstances that triggered the announcement.

“Areas shall be classified under category red immediately if one or more factors under category yellow combined with significant armed threats stated under category orange,” according to the Commission on Elections (Comelec) standards.

Areas in the yellow category have a history of election-related events in prior elections, the possibility of partisan armed groups being employed, the occurrence of politically motivated election-related incidents, and have previously been declared under Comelec authority.

Meanwhile, orange denotes areas of acute concern where a strong armed danger exists.

“Category red categorization may warrant motu proprio proclamation of Comelec control,” the report added.

Pinukpuk, Pasil, Tanudan, and Balbalan are among the four towns in Kalinga classified as orange.

Sagada and Besao, both in Mountain Province, are also included in the orange group.

The municipality of Rizal in Kalinga, which includes the towns of Bangued, Dolores Penarrubia, Pidigan, Pilar, San Juan, Tayum, and Tineg in Abra, as well as Conner in Apayao, falls within the yellow category.

Towns in the yellow category have domestic terror groups, significant partisan political strife, and the candidates’ prospective use of armed partisan groups.

Abellanida stated that activities aimed at guaranteeing calm elections are ongoing.

The PROCOR previously stated that in addition to manning quarantine checkpoints, restrictions on coronavirus disease 2019 (Covid-19) would be implemented. Anti-criminality measures are also being implemented, including the deployment of mobile checkpoints.

“Your police will not only ensure that the election time is peaceful, but will also continue to carry out their mandate of providing security to all citizens,” he added.
