In the Philippines, a PNP intelligence unit uncovers a terror plan against Israelis.

MANILA, Philippines โ€” On Tuesday, the Philippine National Police-Intelligence Group (PNP-IG) announced that it had discovered plans by a known foreign terrorist organization to wage a proxy war in the country by enlisting Filipino subordinates to carry out terrorist attacks against Israeli residents.

In a report to PNP Director of Intelligence Maj. Gen. Michael John Dubria, IG chief Brig. Gen. Neil Alinsangan said a local contact of “Hamas,” a Middle East-based Islamist extremist group that has played a major role in attacks against Israelis and Arabs, tipped them off to the suspected plot.

“Our Filipino source identified the Hamas operative as ‘Bashir,’ who was reportedly attempting to establish a foothold in the Philippines by promising financial support to a number of local threat groups, including militant extremists with ties to international terrorist organizations,” Alinsangan said.

Bashir’s real name is Fares Al Shikli, who is supposedly the chief of Hamas’ Foreign Liaison Section, according to Alinsangan, citing intelligence gathered through coordination with their foreign and local counterparts.

“He’s also been issued a red notice by Interpol (International Criminal Police Organization) and charged with Terrorism Logistics Support,” he continued.

According to the article, the source traveled to Malaysia multiple times between 2016 and 2018, when he met with Al Shikli to explore the prospect of conducting attacks against Israeli nationals in Malaysia in exchange for financial aid from Hamas.

Al Shikli began grooming him as a local contact in the Philippines in 2016, and at one of their meetings in Malaysia, he was introduced to theoretical bomb-making training.

Al Shikli told a source in late 2017 that he planned to recruit Filipinos with ties to local threat organizations to assassinate Jews in the country, hold rallies at selected embassies, and broadcast video propaganda in exchange for financial support.

This isn’t the first time Hamas has tried to organize a demonstration in the country. In January 2018, an Iraqi scientist known as Mohammad Al Jabori who is linked with the gang was arrested in Pampanga.

The Bureau of Immigration deported him subsequently.

“This is a stern warning to all terroristic groups planning to conduct recruitment and similar activities in the country,” Alinsangan said. “We have a way of knowing you and you cannot carry out your plans here because the Philippine National Police and the Armed Forces of the Philippines, with the active support of the community, are working together to preempt your devious plans.”
