For ‘vulnerable’ voters, the Comelec develops special polling places.

MANILA, Philippines โ€” Special polling stations will be established by the Commission on Elections (Comelec) for voters from vulnerable groups.

Registered voters with disabilities (PWDs), senior citizens (SC), and heavily pregnant voters will cast their votes at the Accessible Polling Place (APP), Emergency Accessible Polling Place (EAPP), or Satellite-Emergency Accessible Polling Place (S-EAPP) that will be erected in polling centers or places approved by the poll body, according to Resolution No. 10761 released on Wednesday.

The APP will be on the ground floor, ideally near the building’s entry, and will be free of physical barriers and equipped with required services, such as assistive devices.

The EAPP is a room or makeshift/temporary polling location set up on the first floor or ground level of a voting center, or outside of it but close by.

The S-EAPP, on the other hand, is an EAPP that is temporarily established in a building that is used as a home or residence for PWDs and/or SCs, such as rehabilitation centers and sheltered workshops, where concerned PWDs and/or SCs live, or outside of it but close to it, whether administered by the government or a private institution.

PWD and SC voters who did not receive APP as a result of Resolution No. 976310; PWD voters who failed to update their registration records during the continuing registration of voters; voters who became disabled, temporarily or permanently, after the continuing registration of voters ended; and voters who are already six months pregnant may be eligible for the EAPP/S-EAPP.

PWD and SC voters who expressed an inclination to vote in the APP would not be allowed to vote in the EAPP/S-EAPP, according to the poll body.

At any given moment, at least 10 PWD, SC, and/or heavily pregnant voters, including wheelchair users and assistors, shall be permitted to enter EAPPs.

A PWD, SC, or extremely pregnant voter may vote at either the EAPP or the polling place where his or her precinct is assigned, according to the Comelec.

In the EAPP and S-APP, voting will be done on a first-come, first-served basis.

Voting in EAPPs will take place from 6 a.m. to 5 p.m. on election day, while voting in S-EAPPs will take place from 6 a.m. to 2 p.m.

For the May 9 polls, the polling organization has designated the following locations as S-EAPP:

โ€” Hospicio de San Jose, 5th District, Manila;

Cainta, Rizal-based Tahanang Walang Hagdanan, Inc.

โ€” Quezon City’s 3rd District’s National Vocational Rehabilitation Center (NVRC).
