The House Speaker supports the Senate report on the Pharmally investigation.
MANILA, Philippines โ On Monday, the head of the House Committee on Public Accounts endorsed the Senate blue-ribbon panel’s report on the Pharmally Pharmaceutical Corp. probe.
Rep. Jose Singson Jr. of the Probinsyano Ako Party-list said in a statement that his panel would have made recommendations that are nearly identical to those made by the Senate blue-ribbon panel in its investigation into alleged irregularities in the procurement of Covid-19 supplies during the pandemic’s peak in 2022.
Several Pharmally executives, as well as former presidential economic adviser Michael Yang and former procurement chief Christopher Lloyd Lao, were recommended for criminal prosecution in the Senate investigation.
According to Singson, the public accounts panel was allowed to have three hearings before deciding to put the case on hold.
“I believe we would have delivered identical findings to the Gordon panel based on what we were able to acquire during the three sessions we held.” “With the announcement of the Blue Ribbon Committee’s findings, our initiative to probe the problematic DOH-PS-DBM (Department of Health-Procurement Service of the Department of Budget and Management) procurement came to completion,” he stated.
A parallel investigation will be conducted by the House Committee on Good Government, which is chaired by DIWA Partylist Rep. Michael Aglipay.
In conjunction with the government’s acquisition of Covid-19 supplies, the House panel proposed filing syndicated estafa accusations against numerous officials of Pharmally Pharmaceutical Corp.
The Department of Justice will file criminal charges against Pharmally chairman Huang Tzu Yen, treasurer Mohit Dargani, president Twinkle Dargani, Pharmally director Lincoln Ong, and Pharmally executives Justine Garado and Krizle Grace Mago.
“The fact that these acts by Pharmally officials occurred during the peak of the pandemic adds to the severity of the situation. Pharmally grossly misused the system to the government’s insufferable prejudice by taking advantage of the more relaxed procurement requirements under Bayanihan Act One “According to Aglipay.
In the meanwhile, the panel decided not to press charges against Yang and Lao owing to a lack of evidence.
“The evidence does not warrant or is insufficient to support cases,” he added.
At the start of the Covid-19 pandemic in 2020, the PS-DBM awarded Pharmally Pharmaceuticals Corporation contracts worth PHP8.68 billion for the purchase of overpriced personal protective equipment (PPE) and testing kits.
Pharmally was filed with the Securities and Exchange Commission in September 2019 with a paid capital of PHP625,000.
