PAGCOR is looking into the legality of the e-sabong suspension.

MANILA, Philippines — The Philippine Amusement and Gaming Corporation (PAGCOR) is torn between a Senate resolution to ban online cockfighting (e-sabong) and the risk of legal consequences.

Senator Ronald dela Rosa, chair of the Senate Committee on Public Order and Dangerous Drugs, said it would be up to regulators to take immediate action in stopping the operations in the meantime during the resumption of the Senate hearing on e-sabong and the case of at least 31 missing sabungero (cockfight aficionados) on Friday.

“You’re the one who’s in charge.” “We expect you to do your job because you regulate e-sabong and we have a problem with e-sabong,” dela Rosa said PAGCOR Chairperson Andrea Domingo.

According to Domingo, the suspension must be legal.

“Although we accept the senators’ decision to cease e-sabong activities immediately, we must investigate the consequences.” “In the end, PAGCOR would be the one to make the final choice,” Domingo stated.

Twenty-three senators endorsed Resolution No. 996, demanding PAGCOR to revoke e-sabong operators’ operating licenses and halt all associated activity until the missing persons’ cases are settled.

Belvedere Vista Corporation, Lucky 8 Star Quest Inc., Visayas Cockers Club, Inc., Jade Entertainment and Gaming Technologies, Inc., Newin Cockers Alliance Gaming Corporation, Philippine Cockfighting International Inc., and Golden Buzzer, Inc. were among the operators cited in the resolution.

“Law enforcement organizations are afraid that there may be more e-sabong-related kidnappings and disappearances than have been recorded. The abductions appeared to be well-planned and carried out by trained and coordinated individuals, according to the resolution tabled on February 28.

At the hearing, businessman Charlie “Atong” Ang, vice president of Lucky 8 Star Quest, which operates the Pitmaster online cockfighting, denied involvement in the missing cases.

E-sabong is defined by PAGCOR as online, remote, or off-site wagering/betting on live cockfighting matches, events, and activities that are streamed or aired live from cockpit arenas that have been licensed or allowed by local government units.

The E-Sabong Licensing Department’s regulatory tasks include developing the regulatory framework, processing applications, and issuing licenses to operations.

Arenas must install at least four closed-circuit television (CCTV) cameras on the premises of their gaming sites, with more units may be required depending on the permitted site layout to guarantee there are no blind spots.

All CCTV cameras must be operational 24 hours a day, seven days a week, and recordings must be kept for at least 30 days.

The surveillance system must be able to provide reasonably clear coverage of all of the following, according to PAGCOR guidelines: activity by players and employees that may constitute cheating or stealing; failure of employees to follow proper procedures and internal controls; treatment of disorderly persons; arrests and eviction; and treatment of ill or injured patrons.

Aside from the continuing investigation, the Philippine National Police is also inspecting the mobile phones of its officers to ensure that no e-sabong or other gambling apps have been installed.

Seven administrative complaints have been filed against cops from Regional Office 4-A (Calabarzon), Bicol, Eastern Visayas, Highway Patrol Group, and National Capital Region as of February 21, with infractions ranging from unfit conduct to grave misconduct.

The first has been suspended for 60 days, while the others have been suspended for three months.
