MANILA, Philippines — In distributing the PHP500-million gasoline subsidy, the Department of Agriculture (DA) will give priority to farmers and fisherfolk under the Registered System for Basic Sectors in Agriculture (RSBSA).

Given the limited funding, DA Assistant Secretary-designate for Operations Arnel de Mesa told the Philippine News Agency on Friday that it is not possible to assist everyone.

“We only have PHP500 million,” he added in a text message, “therefore the DA will select the beneficiaries with precedence to those in the RSBSA.”

The RSBSA is an electronic database that contains basic information about farmers, farmworkers, fishermen, and other DA agriculture-related recipients.

Farmers and fisherfolk who own and operate agricultural and fishery apparatus individually or through a farmer organization, cooperative, or association are eligible for the fuel discount, according to the Implementing Guidelines for the Provision of Fuel Discount for Farmers and Fisherfolk.

The farmer, farmer cooperative, or farmer association must own and operate functional agricultural machinery and provide proof of ownership in the form of a certificate of machinery and equipment registration from the local government unit, certification from the Municipal Agriculture Office of the ownership of functional agricultural machinery, and sales/cash invoice/delivery receipt, deed of donation, or memorandum of agreement with the transfer of property receipt.

Fishers, on the other hand, must be registered with FishR (Fisher Registry) and use motorized bancas weighing three gross tons or less, as well as be registered with BoatR (Boat Registry) and use the legal gear.

When purchasing gasoline or diesel fuel from a specified fuel station, the recipients will receive a 30% fuel discount, up to PHP3,000 per person.

Between the last week of March and the first week of April, the implementation will take place.
