The government will distribute an additional P200 in monthly assistance to indigents.

MANILA, Philippines – The government intends to distribute the PHP200 monthly subsidy to Pantawid Pamilyang Pilipino Program (4Ps) beneficiaries by the end of the month, Malacanang said Thursday.

Acting Presidential Spokesperson Martin Andanar stated that the cash assistance will benefit approximately 12 million poor individuals.

“Once po na ma-download ng iyong pera na nagkakahalaga ng PHP33 billion ay ibibigay na po talaga at ang target po at this month ay masimulan na po,” he said in an interview with Dobol B TV.

Andanar stated that the PHP200 monthly subsidy will be in addition to the PHP3,450 per month 4Ps conditional cash grant.

The 4Ps conditional cash grant consists of a PHP750 health and nutrition component, educational grants totaling PHP700 for senior high school, PHP500 for junior high school, and PHP300 for elementary school, and a PHP600 rice subsidy.

He echoed Finance Secretary Carlos Dominguez III’s statement that the PHP200 monthly subsidy is “inadequate,” but it is all the government can afford “at the moment.”

“As Secretary Dominguez stated, it is what we can afford at the moment. Thus, clearly, kung ano po iyong kaya lang ng kaban ng bayan ay iyon lang ang maibibigay natin, kasi kung susobra naman tayo doon ay mangungutang na tayo (As Secretary Dominguez stated, it is what we can afford today. Thus, what the Treasury can give is obviously all we can give, because if we go over there, we will have to take additional loans),” he added.

President Rodrigo Roa Duterte approved the recommendation to retain the fuel excise tax under the Tax Reform for Acceleration and Inclusion (TRAIN) Law on Wednesday, despite the continued rise in the price of crude oil and petroleum products.

He also approved the distribution of PHP200 monthly subsidies per household to the bottom 50% of Filipino families for a one-year period, totaling PHP33.1 billion in budgetary requirements.

Dominguez estimated that excise tax suspension would result in revenue losses of approximately PHP105.9 billion in 2022, PHP114.4 billion in 2023, and PHP123.6 billion in 2024.
