
The government of QC is expanding access to basic services for residents of Novaliches.
MANILA, Philippines — Another critical government service that the rapidly growing population of Novaliches, Quezon City, will soon have at the Novaliches District Center (NDC) in the Jordan Plains Subdivision, Barangay Santa Monica.
Mayor Joy G. Belmonte, in accordance with the city government’s “Kasama Ka Sa Pag-Unlad” (you are a partner in progress) program, has ordered the establishment of a branch of the QC Civil Registry Office at the 40-year-old NDC or mini-city hall, according to NDC Administrator and QC District 5 Action Officer William Bawag.
He stated that the proposed new office will provide civil registry documents such as birth certificates, no marriage certificates, death certificates, and marriage certificates to local residents, eliminating the need for them to travel approximately 16 kilometers from Novaliches to Diliman’s main city hall.
Bawag stated that the city government is continuing to expand the delivery of public services to the Novaliches community in fulfillment of Belmonte’s promise made during her May 2019 election campaign.
Among the current projects benefiting residents are the Botika ng Lungsod Quezon at the NDC; a satellite office for persons with disabilities (PWDs); sari-sari stores for single parents; and “Libreng Sakay” (free bus ride) for daily commuters.
According to the NDC’s public information office, the “Botika ng Lungsod Quezon” outlet was established to distribute free medicines to indigent citizens living in District 5 of Quezon City. Individuals requesting medications must present original physician prescriptions.
The sari-sari stores for solo parents program provide beneficiaries with groceries worth PHP10,000.
The Novaliches District Center was established in 1982, or during the late former Mayor Adelina S. Rodriguez’s (1976–1986) administration, “to provide basic government services and to bring the QC government closer to the people and vice versa.”
Since 1982, the NDC has been administered by nine individuals: former Novaliches Proper Barangay Captain Enrico S. Serrano, former QC Councilors Melencio Castelo and Vicente Biglang-awa, former Barangay Captains Benito Clemente, Rolando Dela Cruz, and Alito Tan, Eddie Baldoria, Calixto Bruselas, and Taddy Palma.
