
PROCor is keeping an eye on Abra, Kalinga, and Apayao as the votes approach.
BAGUIO CITY, PHILIPPINES — On Tuesday, a PROCor officer said that they are keeping a careful eye on the provinces of Abra, Kalinga, and Apayao ahead of the May elections because these areas have a history of political violence.
Police In a phone interview on Tuesday, Col. Elmer Ragay, PROCor chief regional staff, clarified that while no area in the region has been declared election concern, the Joint Regional Security Control Center Command (JRSCCC) has classified seven towns out of the 77 municipalities and cities in the Cordillera Administrative Region as red due to intense political rivalries.
Tinglayan, Rizal, Balbalan, Lubuagan, Pasil, Pinukpuk, and Tabuk City, the seat of Kalinga province, are among them.
According to Ragay, the selected areas have been placed in the red category due to their historical experience and severe political competition, as well as the list of the Philippine National Police’s Directorate for Intelligence (PNP).
Bangued, the capital of Abra, and the municipality of Lagayan are in the yellow zone.
The PROCor also stated that the towns of Conner and Kabugao in Apayao, as well as Natonin and Paracelis in Mountain Province, are being considered for the formation of a Regional Special Operations Task Group to deal with any political rivalry.
If one or more factors listed in the yellow category exist, such as election-related incidents, domestic terror groups, intense partisan political rivalry, possible employment of armed partisan groups by a candidate, and a serious armed threat from the New People Army, Bangsamoro Islamic Freedom Fighters, Moro National Liberation Front, and Moro Islamic Liberation Front, an area will be placed in the red category immediately.
According to a PROCor report, no election-related incidents were reported in the region between January 9 and March 27, including incidents involving elected government officials, which is why no election-controlled area was designated.
Ragay, on the other hand, stated that “the provincial directors have been directed to investigate attentively and conduct comprehensive surveillance of their districts.”
The report urged the continuation of dispute mediation and dissemination tactics, as well as the engagement of political candidates in dialogue, in order to prevent the emergence of difficulties that could lead to the declaration of Comelec control.
