CITY OF LEGAZPI – The country’s first “science for change” center will open in this city soon, with a PHP115-million budget contained in the General Appropriations Act for 2022. (GAA).

In an interview on Friday, Albay Second District Rep. Joey Salceda said the “Bicol Science For Chance” (S4C) facility will be a regional research and development (R&D) hub that will promote STI ecosystems and foresight thinking in the region.

According to Salceda, there is currently no regional facility dedicated to STI for Bicolanos’ usage.

“In Bicol Region, talent retention and information exchange remain an issue,” he added, adding that this drove him to push for the facility’s construction.

According to him, the S4C will act as a catalyst in aligning the DOST’s R&D agenda with the Bicol regional development strategy, as well as the adoption of locally developed technology, ideas, and innovations.

Salceda stated, “We need to boost research innovation and productivity, adopt technologies, build a culture of STI, and strengthen partnership and innovation linkages.”

Salceda, an economist, emphasized the importance of continuing to foster local health research programs and expanding opportunities for scientists and researchers.

The legislator bemoaned the fact that the STI ecosystem, as well as regional research, development, and innovation, are currently fragmented, resulting in overlapping R&D coverage.

“This science for change facility would address the need of a showroom to display all R&D/STI projects in Bicol,” Salceda remarked.

The center/facility is expected to benefit MSMEs, researchers, higher education institutions, students, and other public and private partners once it is fully operational, he noted.
