In Kalinga, MisOr, and Biliran, the PRRD approves laws establishing museums.
MANILA, Philippines — To “advance culture and the arts,” President Rodrigo R. Duterte signed three laws establishing three cultural institutions and museums in Kalinga, Misamis Oriental, and Biliran.
On May 24, he signed Republic Acts 11770, 11771, and 11772, which established the Kalinga Cultural Center and Museum in Kalinga, the Cagayan de Oro City (CDO) Cultural Center and Museum in Cagayan de Oro, Misamis Oriental, and the Biliran Cultural Center and Museum in Biliran, respectively.
In light of the richness of their legacies and their relevance to their contemporary and future aspirations, the cultural centers and museums will serve as the institutional medium for the protection, preservation, presentation, and promotion of the cultural, artistic, archaeological, social, historical, religious, and philosophical heritage of the Kalinga, Cagayan de Oro (CDO), and Biliran Island, and its people.
The Kalinga Cultural Center and Museum will be a joint effort of their respective provincial and municipal governments, as well as the National Commission for Culture and the Arts (NCCA) and its connected cultural institutions, among others.
The Kalinga provincial government, the City of CDO administration, and the Biliran provincial government shall all donate land for the building or establishment, or both, of the main venue and ancillary offices and amenities of the three cultural centers and museums.
The costs of enforcing the laws will be deducted from the NCCA’s budget for the current fiscal year (Proper).
Following that, the funding required to sustain its execution will be included in the annual General Appropriations Act.
The NCCA is the national policy-making, coordinating, and grant-making organization for the preservation, development, and promotion of Philippine culture.
It also serves as an executing agency for the policies it develops, administering the National Endowment Fund for Cultural and the Arts, which is dedicated solely to the implementation of culture and arts programs and initiatives.
The district office of the LTO
Meanwhile, Duterte signed a bill establishing a Land Transportation Office (LTO) district office in the city of General Trias, Cavite.
Republic Act 11769, also signed on May 24, authorizes the Secretary of Transportation to include the operationalization of the LTO district office in the City of General Trias in the department’s programs as soon as possible.
The LTO district office in General Trias is required by law to be funded through the yearly General Appropriations Act.
RA 11769 must take effect 15 days after it is published in the Official Gazette or a widely circulated newspaper.
The bill was introduced in the House of Representatives and enacted by the Philippines’ House and Senate on May 25, 2021 and January 31, 2022, respectively.
