
DENR chief: Solid waste segregation a challenge
Acting DENR Secretary Jim Sampulna said local mismanagement of trash segregation is a big challenge for the Philippines.
Despite RA 9003 or the Ecological Solid Waste Management of 2000, which mandates barangay segregation, certain LGUs have yet to strictly execute the legislation, he claimed.
“The government can only do so much.” We provide technical assistance, capabilities support, and information on environmental regulations, but LGUs manage solid waste, Sampulna said Monday.
“LGUs must strictly enforce their solid waste management plan, designate a sufficient budget for implementation, and segregate their contracts with garbage collection service providers,” he added.
DENR has compelled LGUs to replace all 335 open dumpsites with sanitary landfills.
Benito Antonio de Leon, DENR Undersecretary for Solid Garbage Management and Local Government Units Concerns and Attached Agencies, stated households don’t comprehend the need of waste segregation, therefore disposal habits haven’t changed.
In certain regions, compliance is high, but others don’t segregate. De Leon stated neglecting garbage segregation harms marine life.
Instead of materials recovery facilities, composting sites, and hazardous waste treatment plants, rubbish piles up in landfills and water bodies, causing diseases, pollution, drainage obstructions, food contamination, and more.
De Leon reminded the public to segregate biodegradable, recyclable, residual, hazardous, and healthcare trash.
Plants, moist paper, and food waste go in green garbage containers, while glass, plastic bottles, and scrap metal go in blue bins.
Black bins represent residual wastes like used plastic or paper cups, food wrappers, and tetra packs, while red bins represent domestic hazardous wastes like paint cans, spray canisters, and electrical or electronic equipment.
Masks, gloves, and other Covid-related garbage go in yellow trash bins.
De Leon said homes can label trash if they don’t have color-coded bins or bags.
To teach trash management at a young age, he urged 5 to 8-year-olds to download DENR’s Basura Buster app on their mobile phones.
