Manila: Monday, the House adopted on final reading a plan to enhance mandatory insurance for OFWs (OFWs).

House Bill 10802 to alter the Migrant Workers and Overseas Filipino Act of 1995 passed third reading with 180 yes votes, 6 no votes, and no abstentions (Republic Act 8042).

The legislation expands mandatory insurance coverage for agency-hired OFWs to include rehires, direct hires, and government employees.

OFWs would also receive temporary partial disability.

Makati City Rep. Luis Campos Jr. said the insurance covers death, permanent disability, repatriation costs, subsistence allowance when involved in a case in the receiving country, money claims, compassionate visit by a family member or a requested individual when hospitalized for at least seven days, medical evacuation, and medical repatriation.

“This bill makes insurance coverage mandatory for all OFWs,” stated Campos.

The bill directs the Insurance Commission, the Department of Labor and Employment, the Philippine Overseas Employment Administration, and the National Labor Relations to study repatriation benefits due to an epidemic, pandemic, war, civil unrest, disasters, and calamities, whether natural or man-made.

It shall also provide for the process of settling money claims of rehires, direct-hires, and government-hires through administrative proceeding of single-entry approach, which is institutionalized under Republic Act 10396 or the law strengthening conciliation-mediation as a voluntary mode of dispute settlement for all labor cases.
