Rehabilitating Agus-Pulangi power plants: DOF and NPC

The Agus-Pulangi Hydropower Plant Complex (APHPC) in Mindanao has aging facilities, and the Department of Finance (DOF) is currently adjusting a proposed agreement with the Power Sector Assets and Liabilities Management Corporation (PSALM) and National Power Corp. (NPC) on the funding rollout and implementation of the estimated PHP16.71 billion rehabilitation projects for those facilities.

The DOF will serve as the primary implementing agency, loan borrower, budget holder, and loan borrower for the rehabilitation projects under the proposed memorandum of arrangement (MOA).

The implementing units will be the PSALM and NPC since they are the owner and operator of the APHPC, respectively.

According to NPC officer-in-charge (OIC) senior vice president Melchor Ridulme’s report to finance secretary Carlos Dominguez III, the first series of the two projects will focus on the rehabilitation of the Agus IV, V, VI, and VII plants in the APHPC, which is anticipated to produce a total rated capacity of 417.1 megawatts.

The second series, according to Ridulme, will renovate the Agus I, II, and Pulangi IV facilities, resulting in a total rated capacity of 515 MW.

The National Economic and Development Authority has already delayed Series of Project 1 clearance, and the DOF is currently reviewing the MOA for the proposed financial arrangement, according to Ridulme.

Only 600 to 700 MW of the APHC’s 1,001 MW installed capacity are currently usable, in part due to the constraints of its aging technology.

According to a World Bank assessment, the Series of Project (SOP) 1 is anticipated to cost PHP10.19 billion, while SOP 2 will cost approximately PHP6.52 billion, according to Ridulme (WB).

According to Ridulme, one of President Rodrigo Duterte’s primary initiatives that will be transferred to the incoming administration is the renovation of the APHC plants.

In addition to ensuring the dependability of the power supply in Mindanao, APHC’s restoration program intends to quicken the nation’s transition to clean energy sources.

The APHC has a total installed capacity of 1,001 MW and consists of seven hydroelectric facilities, the majority of which are run-of-river.

The Agus River, which flows approximately 36.5 kilometers (km) from Lanao Lake to Iligan Bay, is home to six of the seven hydroelectric units.

Pulangi 4 is the seventh hydropower facility, and it’s situated on the Pulangi River in Bukidnon.
