PS-DBM halts the acquisition of “non-common usage supplies”
The purchase of non-common-use materials and equipment has been immediately halted, according to a directive from the Department of Budget and Management’s (PS-DBM) procurement service (NCSE).
Dennis Santiago, the executive director of PS-DBM, stated in a news release that the acquisition of NCSE was suspended in order to give common-use supplies and equipment priority (CSE).
Santiago added, “I issued a directive suspending the purchase of non-common use materials and equipment, effective immediately. “Until further notice, no new requests for Non-CSE procurement shall be accepted by the PS-DBM during the suspension. This will enable us to concentrate on achieving our main goal, which is to acquire CSEs.
According to the procurement planning posted on the Commission on Audit’s website, NCSE are commodities, materials, and equipment that are neither “common-use supplies” nor “inventory items” (COA).
NCSE may contain products, materials, and equipment that the Procuring Entity needs solely for that particular project.
NCSE may be purchased separately because they are not frequently used and may even be “very specialized.”
According to a PS-DBM guideline, procurement of NCSE that are currently in the works “must continue till completion.”
“Tatapusin na lamang po ‘yung procurement ng mga non-CSE na continuing at nasa pipeline na hanggang sa sila’y makumpleto,” the speaker said. But the situation is still hanggang doon. No, there is nothing at noon. Every procurement will be CSE-related (already underway or upcoming non-CSE procurement will be finished). But after that, we’ll only be interested in buying CSE,” added Santiago.
It is required of the PS-DBM to manage a centralized CSE procurement process for the entire government.
CSE covers the purchase of supplies needed for government organizations’ daily activities, including but not limited to ballpoint pens, paper, staplers, paper clips, and folders.
Each quarter, these are purchased from the PS-DBM.
