The Comelec begins printing ballots for the plebiscites in September.

For the two plebiscites set for next month, the Commission on Elections (Comelec) has started printing more than 870,000 ballots and associated accountability papers.

The first plebiscite, scheduled for September 3, would ratify the transformation of the municipality of Calaca, Batangas, into a component city, according to a warning issued by the poll body on Wednesday.

The second vote, set for September 17, will approve the separation of Maguindanao province into two separate provinces, Maguindanao del Norte and Maguindanao del Sur.

The Comelec Printing Committee reports that as of Tuesday, 58,881 legitimate ballots had been printed for the Calaca, Batangas plebiscite.

The question on each 4.5 by 8 inch ballot is “Pumapayag ka ba kung ang munisipalidad ng Calaca ay gawing isang lungsod ng probinsya ng Batangas na kikilalanin bilang lungsod ng Calaca alinsunod sa Batas Republika Bilang 11544? (In accordance with Republic Act 11544, commonly known as the Charter of the City of Calaca, do you agree to the conversion of the municipality of Calaca into a component city of the province of Batangas, which will be known as the City of Calaca?)

Voters will mark the blank after the question with either “Yes” or “Oo” to indicate their support for the idea or “No” or “Hindi” to indicate their opposition.

In the meantime, 818,790 ballots for the Maguindanao referendum will be printed.

The National Printing Office in Diliman, Quezon City, will continue printing throughout the coming days.

Plebiscites are conducted using the manual election procedure.

The voters fill out ballots manually by putting in their support or opposition to the proposed motion.
