Ex-DA chief believes the barter system is a good way to prevent importation.

Emmanuel Piol, a former secretary of the Department of Agriculture (DA), stated on Monday that a modified barter system based on “excess agricultural products” is a useful way to vary depending on importation.

According to Piol in an interview, the system entails transporting surplus agricultural products from one region to others where there is a shortage, stabilizing prices for customers, and allowing farmers to profit from their effort.

“This isn’t the standard barter system where individuals trade goods. More of an “I buy your goods, you buy mine” scenario. The fact that they have decided what to sell and purchase back makes this different, he said.

Piol claimed he is working with Ramon Magsaysay Awardee Roberto “Ka Dodoy” Ballon to start a modified barter engagement with fruit growers from North and South Cotabato to test the system.

He explained that it entails shipping Cotabato fresh fruit to Kabasalan, Zamboanga Sibugay, in time for the “Prutasan sa Kabasalan” debut on September 23.

If we can implement this nationally, we would not need to rely on imported food products because local farmers could produce enough if they were paid fairly for their goods, according to Piol.

He stated that the truck from Kabasalan would be loaded with about five tons of talaba, bagongon, and banisil on the way back to North Cotabato, along with any fresh fish that could be obtained from fishermen, just in time for the market days in M’lang on September 24, Kidapawan City on September 25, Makilala on September 26, and the New Rizal Market in M’lang on September 27.

When I created the Mindanao Food Supply and Demand Map, I was still the chairman of the Mindanao Development Authority, and that’s when I had the notion of exchanging foodstuffs among different parts of Mindanao, Piol claimed.
