Rep. Mujiv Hataman of Basilan urged his fellow legislators to enhance the Department of Public Works and Highways (DPWH) budget to create jobs in the nation’s rural and provincial districts.

“I’m aware of the DPWH’s infrastructure, which includes the work being done in the district, the municipality, and the probinsya. We all know that DPWH infrastructure projects readily generate jobs in districts, towns, and provinces. As a result of the budget cuts, fewer jobs are being created for our community. As the plenary debate on the PHP5.268 trillion proposed national budget for 2023 got underway on Tuesday, Hataman stated, “A significant number of jobs have been lost due to the significant reduction in the DPWH’s budget.

The DPWH has a drastically reduced proposed budget of PHP717.31 billion under the National Expenditure Program (NEP) that the national government submitted to Congress, which is down 8.7 percent from this year’s authorized PHP785.24 billion budget.

Hataman brought up the subject after Rep. Stella Quimbo of Marikina, one of the sponsors of the proposed national budget, stated in her speech about the budget’s sponsorship that economic recovery will be a major consideration while drafting the 2023 spending bill.

“Kanina, binabanggit nyo yung infrastructure ay multiplier and motor ng ating economy, but is it true that in NEP 2023, the DPWH budget would be cut by PHP68.4 billion? So, given that infrastructure plays a significant role in our economy and has been described as the multiplier and engine of our country’s growth, why is the DPWH budget for NEP 2022 being cut by PHP68.4 billion? This implies a significant decline in the infrastructure sector’s share of our GDP, right? Hataman enquired.

In his response, Quimbo said that the proposed 2023 budget also includes monies to improve digital infrastructure, increasing the infrastructure allocation to PHP1.019 trillion. He continued by explaining that the infrastructure budget is filed in DPWH and other agencies.

Hataman stated that although accepting Quimbo’s viewpoint, he continues to believe that the significant budget cut to the DPWH is wrong since it will harm employment, particularly in the country’s remote regions.

“We want to know why the DBCC got to such a judgment when it comes to the DPWH’s budget,” the Basilan lawmaker added. “Gusto nating malaman kung bakit iyun ang na-reach na decision ng DBCC (Development Budget Coordination Committee) pagdating sa budget ng DPWH.”

“For me, who is also from a remote location, we were left behind due to unrest in the past, and it is only now that we have witnessed peace and order,” he said. “Kasi katulad naming malalayong place na napag-iwanan dahil sa mga gulo ng nakaraan at ngayon lang medyo natahimik, talagang napaka Infrastructure is crucial to us because of this, he continued.

Quimbo, meanwhile, declared that the DBCC would comply with congressional directives and that she would back Hataman’s proposal to increase infrastructure funding.
