Task team to stop child labor established in QC.
The government of Quezon City established a task group to guard children against exploitation and forced labor.
The QC City Interagency Task Force for the Special Protection of Street Children and Child Laborers, also known as “Task Force Sampaguita,” will be presided over by Mayor Joy Belmonte.
The task force was established by Executive Order 41 series of 2022 as a consequence of a joint surveillance operation along Tomas Morato Avenue in August by the QC Public Employment Service Office and the Social Services Development Department.
Although most minors are from nearby cities, the monitoring revealed that the number of kids selling garlands of Sampaguita flowers on the street had increased significantly.
Belmonte said more kids would be made to work over the next Christmas season.
Using the guidelines outlined in Republic Act 7610, the Act Providing for Stronger Deterrence and Special Protection Against Child Abuse, Presidential Decree No. 1563 or the Anti-Mendicancy Law, and other related legislative measures, Task Force Sampaguita will develop a local action plan on how to address the issue, according to a statement released by Belmonte on Saturday.
The task team will also develop a framework for a policy that will profile street kids and their families.
The municipal government will create a referral system that will be sent to the appropriate government departments, non-governmental organizations, and local government units where the children reside, including the Department of Social Welfare and Development.
To better support child laborers, QC will increase its collaboration with the Department of Labor and Employment.
To address difficulties and concerns impacting street children and child laborers, “we will also collaborate with the relatives of the said children,” Belmonte stated.
The city government is assisting the families of the children who have already been profiled to help them obtain a QCitizen identification card, which would allow them to receive benefits for assistance with their daily needs and their children’s education, as well as improve communication with their village officials.
Children from other cities who have been profiled will be escorted back to their homes.
Belmonte advised people to use the QC Hotline 122 to report any instances of child labor or street youngsters they had seen.
