The new Baguio police chief wants better visibility at night.
All units in the nation’s summer capital were instructed by the newly appointed head of the Baguio City Police Office (BCPO) to increase police visibility, particularly at night.
Col. Francisco Bulwayan remarked on the sidelines of the turnover rituals at the BCPO headquarters on Wednesday that “they should be visible when all people of Baguio are sleeping, during those ungodly hours, especially in drinking establishments and locations which are prone to crime.”
The city has already developed pre-positioning of logistics in crime-prone locations, sites of convergence, and residential areas, according to Bulwayan, who took over for Col. Glenn Lonogan.
To establish strategies and programs, especially those that complement the municipal government’s vision for a “smart city,” he will also meet with important BCPO personnel.
To adjust to the new normal, Bulwayan said he would also manage resources, particularly with the return of students for in-person classes and visitors.
The Philippine National Police’s national headquarters presented the BCPO with its golden eagle award under Lonogan’s direction for institutionalizing procedures and systems that were compatible with the Performance Gathering System (PGS) used by the whole PNP organization.
Due to its efforts to institutionalize and professionalize the service, it is the first local police department to obtain the Gold Eagle Award.
The PGS is a component of the PNP’s Patrol Plan 2030, which started in 2011 and intends to institutionalize and professionalize the service by instituting sound procedures, correcting bad ones, and enacting regulations and laws to discharge their duties.
Given the city’s significance to the national tourism industry, the director of the Baguio City police must maintain the gains. That inspired me โ anti-criminality and anti-drugs to ensure that crime volume reduces and maintain the Clean City award where the safe city concept is a factor and the Numbeo title of most tranquil city in Southeast Asia, Lonogan said.
He claimed that the BCPO achieved a high level of performance thanks partly to police visibility.
Lonogan advised all employees to support Bulwayan’s leadership to maintain the BCPO’s progress.
