DAR will enhance data collection to produce accurate databases.

The Department of Agrarian Reform (DAR) is working to develop a reliable and trustworthy database for quick access and to enhance its data collection methods, particularly in its field and provincial offices.

The Comprehensive Agrarian Reform Program (CARP), Presidential Decree No. 27, and the Operational Tool (OpTool) mechanism will be used by the DAR Quezon to collect, input, and monitor the status of landholdings covered by these laws, according to a press release issued on Thursday.

OpTool, according to DAR Provincial Agrarian Reform Program Officer Cornelio Villapando, is the DAR-Bureau of Land Tenure Improvement’s central repository system (BLTI).

OpTool, according to Villapando, “contains information on the agency’s aim, accomplishments, and other particulars, such as profiles of landowners and beneficiaries of agrarian reform, location, and the number of hectares covered by the program, among others.”

He said the system delivers daily updates from central, regional, and provincial offices to DAR field offices.

According to Villapando, the aid of the report is in managing DAR’s analysis and decision-making.

According to him, the national DAR field offices work closely with the central office “to closely monitor the completion of each assignment so that we could provide valid and reliable data to increase the overall efficiency of the DAR operations.”

In the meantime, DAR Quezon and BLTI OIC-Assistant Director Elizabeth Villapando reportedly discussed creating a five-year DAR indicative plan, including the necessity of providing comprehensive and trustworthy supporting data.

She said that using the OpTool system, beneficiary profiles for agrarian reform, annual goals, and activity milestones accomplished by a landholding could all be saved.

In particular, she added, in the data collection and reporting of land acquisition and distribution targets and results, “we identified the need to talk with the field employees, to ramp up our collaborative efforts and better integrate operations at different levels.”
