In November 2022, there were “high-level interactions” between the Philippines and Ukraine. During these talks, the Philippines told Ukraine that they supported it’s joining the Treaty of Amity and Cooperation (TAC) of Southeast Asia.

The Department of Foreign Affairs (DFA) made the statement Thursday after Ukraine said that the presidential office hasn’t responded to its request for a phone call between President Ferdinand R. Marcos Jr. and Ukraine’s President Volodymyr Zelensky.

At a press conference on Wednesday, the head of the Ukraine Embassy in Malaysia, Denys Mykhailiuk, said that Zelensky wanted to talk to Marcos about the Philippines’ role in the conflict between Ukraine and Russia.

“On the sidelines of the 40th and 41st ASEAN Summits in Cambodia, DFA Secretary Enrique A. Manalo met with Ukrainian Foreign Minister Dmytro Kuleba,” the DFA said in a message to reporters.

The agency pointed out that Russia’s attacks on Ukraine have caused a lot of civilians to leave their homes.

It said, “We have supported UN efforts not only to find a peaceful end to this conflict but also to deal with the pressing and urgent humanitarian issue of civilians who have been forced to leave their homes.”

“We see the European Union’s 10-Point Plan for stronger European coordination in welcoming people fleeing the war in Ukraine as a meaningful response to the UN resolutions on Ukraine, which we have all strongly supported, especially when it comes to protecting civilians,” the statement said.

During their meeting in November 2022, Kuleba thanked Manalo for the Philippines’ support of Ukraine at the September 2018 UN General Assembly.

The same support for Ukraine was shown in the Joint Statement made by the leaders of ASEAN and the EU in Brussels in December 2022. The Philippines was the country coordinator for this statement, which showed the same support for Ukraine.
