A bill calling for the establishment of a national endowment fund for national athletes has been submitted to the Senate in order to guarantee that athletes are financially supported while they compete for awards for their nation on the international stage.

The Bayaning Atletang Pilipino (Philippine Sports Heroes) Act, also known as Senate Bill 1677, aims to assist the successors of athletes like current No. 3 pole vaulter Ernest John Obiena and weightlifter Hidilyn Diaz, who won gold at the Tokyo Olympics.

“The struggles and effort that each athlete put out to represent the nation with honor are what led to these victories and achievements. Therefore, in order to recognize the contribution of these remarkable athletes, this law wants to bestow upon them special honors and benefits, according to Senator Mark Villar’s explanation.

The highest award that the government will bestow on exceptional athletes “who have given immense pride and glory to the country and have committed their lives towards the promotion of their sports” would be the creation of the Order of National Athletes (Orden ng mga Pambansang Atleta).

As seed money for the Endowment Fund, PHP 1 billion will be allocated to assist the recipients’ participation in or exposure to international contests as well as their ongoing training.

Government corporations will have the option to donate to the Fund up to 15% of their unimpaired surplus, but only at their discretion.

The beneficiaries will be entitled to cash awards net of taxes, cash awards net of taxes for posthumous awardees, payable to legal heirs, a monthly life pension, medical benefits, life insurance coverage for awardees who are still insurable, a place of honor at state events, national commemoration ceremonies, and all other sporting and cultural events, as well as a state funeral, the arrangements and costs of which will be covered by the government.

The head of the Philippine Sports Commission will serve as the chairman of the Komite ng Bayaning Atletang Filipino (Committee of the Filipino Sports Heroes), which reports to the Office of the President.

The Philippine Olympic Committee, Commission on Higher Education, Department of Education, National Youth Commission, and National Historical Commission of the Philippines all have officers and members as well.

The National Athletes, Coaches, and Trainers Benefits and Incentives Law, also known as Republic Act 9064, provides retirement benefits to any national athlete, coach, and trainer who triumphs in an international competition or has previously coached or trained such winning national athlete. These benefits are calculated as a lump sum equal to 25% of the total cash incentives from the beginning of the active sports career as a participant in the national training pool until the last day of retirement from active competition.

For gold medal winners, financial rewards range from PHP5 million for the Olympics to PHP2.5 million for a quadrennial international competition to PHP1 million for the Asian Games to PHP100,000 for the Southeast Asian Games.

In accordance with existing legislation, athletes and coaches are also given a monthly stipend and training assistance, free access to dental and medical care in public hospitals, and Social Security System coverage, among other benefits.
