The appointment of Valenzuela Representative Rex Gatchalian as secretary of the Department of Social Welfare and Development was applauded by lawmakers on Wednesday (DSWD).

Gatchalian is the best candidate, according to House Deputy Speaker Ralph Recto, who cited his performance in times of crisis while serving as mayor of Valenzuela City.

The Batangas 6th District congressman stated, “And if being DSWD chief entails resolving calamities and managing development, he’s been there and done that.”

Gatchalian is perfectly suited for one of the “toughest and thankless” positions in government, according to Recto.

He managed to endure the strain of leading a large city during the epidemic, a job that put him in close proximity to the populace and their issues. Rex is aware of the socioeconomic causes of poverty since he is a lawmaker, and this knowledge will motivate him to concentrate on the causes rather than the symptoms, Recto said.

He asserted that the lawmaker from Valenzuela has the necessary skills to manage DSWD, which he likened to “one enormous ATM – Ayuda, Tulong Machine.”

In addition, Speaker Ferdinand Martin Romualdez thinks Gatchalian is a great fit to lead the DSWD and points to his impressive background and extensive experience working in government.

Rex Gatchalian, a close friend and former classmate in the 14th Congress, has the best of luck. Please keep up the great work you’re doing for the Filipino people, DSWD,” Romualdez said.

Elpidio Barzaga Jr., a representative for Cavite’s 4th District, praised Gatchalian’s selection and asserted that as secretary of social welfare, he will make a significant contribution.

In a statement, Barzaga stated that given Gatchalian’s stellar track record as both a local chief executive and a lawmaker, Marcos had made a wise choice in choosing him as DSWD secretary.

“As a three-term mayor of Valenzuela City, his personal touch in catering to the needs of his residents would be priceless as he assumes control of the DSWD. Rex was my colleague in the House of Representatives, where he was three times elected, so I am familiar with his abilities as a public servant, and, more importantly, I am aware of his compassion for the underprivileged.

“He is a fantastic match for the position since he personally understands and has observed the issues of his underprivileged constituents who require basic amenities like healthcare and livelihood. Because of his qualifications and sincere desire to help the needy and improve their lives, our friend and colleague, in addition to succeeding as Social Welfare Secretary, in my honest opinion, Barzaga stated.

Bienvenido Abante Jr., a representative for Manila’s 6th District, asserted that Gatchalian’s nine years as a municipal chief executive will be an asset to the DSWD.

Our former colleague has first-hand experience working on the ground and is familiar with the concerns and challenges involved in implementing national social protection programs that target the poor, vulnerable, and disadvantaged, such as the 4Ps, said he in a separate statement. “Aside from having an excellent track record as mayor of Valenzuela, he also has first-hand experience working on the ground,” he said.

“The DSWD secretary needs the experience of this nature. He will be better able to solve implementation issues in the agency’s numerous programs, which depend on coordination with local governments because he is familiar with local government dynamics and practical considerations on the ground. I congratulate Sec. Gatchalian on his new position and am confident in his ability to manage the DSWD with skill, honesty, and humility “said Abante.

Due to his prior experience as a municipal executive, Senator Nancy Binay also referred to Gatchalian as a “excellent choice.”

“Kanyang (his) acquaintance with the underprivileged segments at the grassroots level is a plus element,” she remarked. “Being a hands-on local chief executive, he knows how to operationalize the variety of social welfare services and systems, and he has exposure to a variety of real-world situations and experience in the DSWD” (his experience and exposure in different ground scenarios is his big advantage).

Erwin Tulfo was replaced by Gatchalian because he was unable to secure the Commission on Appointments’ approval.

Mayor of Quezon City Joy Belmonte, who directly observed Gatchalian’s response to the Covid-19 outbreak while he was still mayor of Valenzuela, said Gatchalian’s extensive expertise and exceptional leadership made him qualified to manage the DSWD.

In a statement, Belmonte stated, “I am convinced he will do justice to his new post as our country’s social welfare czar.” “These covered the years of the pandemic. I observed then-Mayor Gatchalian’s exceptional leadership abilities at this time, as well as his progressive viewpoints, decisiveness, and hands-on management style.

According to Belmonte, Valenzuela had one of the greatest Covid response programs among the cities under Gatchalian’s direction.

Additionally, Valenzuela City received numerous honors and recognitions thanks to his passion and dedication to public service as mayor, including multiple prestigious Galing Pook awards.

At the height of the pandemic, the city was able to build a massive contact tracing facility that was open twenty-four hours a day and conduct the first localized mass testing in the nation.

When the enhanced community quarantine (ECQ) was put into place, Valenzuela City started distributing food packs right away, concentrating on the poorer neighborhoods.
