For a program to strengthen forensics, Remulla, and a UN specialist meets.
Under the direction of Dr. Morris Tidball-Binz, a first class of 35 medical examiners will undertake forensic pathology training.
At his office in Manila on Tuesday, Tidball-Binz, the Special Rapporteur on Extrajudicial Killings for the United Nations (UN), met with Department of Justice Secretary Jesus Crispin Remulla.
Gustavo Gonzalez, the UN’s resident coordinator in the Philippines, attended the conference.
“We’ve already set up a class for 35 physicians of medicine. In order to enhance capacity for both investigative work and forensic pathology, senior and other prosecutors will also be requested to participate in this exercise, Remulla informed reporters.
The UN Joint Program may be the source of the cash (UNJP).
“We requested funding from the UNJP for this exercise, which will most likely include holding a 14 to 21-day seminar twice this year so that we can monitor the skills of individuals involved,” Remulla added.
It was a “really pleasant meeting,” according to Remulla.
“We agreed that developing the nation’s capacity for the future is a way to address many of the issues that the legal system currently lacks, and that capacity building is very important for the police, the NBI (National Bureau of Investigation), and even the military so we will have a way to address wrongful death situations and be able to follow orders from the DOJ in the future,” he said.
Remulla earlier stated that Tidball-Binz is not visiting as a special rapporteur but rather to strengthen the nation’s capacity to examine wrongful deaths.

On April 20, 2021, Tidball-Binz was named a Special Rapporteur for the UN.
He visited the nation as a member of an international group of pathologists working to identify the Super Typhoon Yolanda (Haiyan) fatalities in 2013.
