According to Department of Transportation (DOTr) Secretary Arthur Tugade, using a paper receipt instead of a driver’s license card is now a thing of the past since the Land Transportation Office (LTO) has resolved the backlog in the license card.

As stated in a Facebook post, Tugade said that the LTO had a backlog of three million driver’s license cards when the government of President Rodrigo Duterte took office in 2016.

It has been resolved, he added, “but it was only due of the efforts of the LTO, under Assistant Secretary Edgar Galvante’s leadership, that it was finally addressed.”

From July 2016 to March 30, 2021, the LTO issued a total of 27,620,091 driver’s license cards, according to its records.

He said that the driver’s license cards are also protected by security measures that prevent tampering or other illegal actions from taking place.

The Department of Transportation (DOTr) Undersecretary Goddes Hope Libiran stated in a Viber message to reporters that everyone who files for a new or renewed driver’s license would get their driver’s license card instantly.

In October of this year, she added, the LTO would have completed the process of issuing 10-year valid driver’s licenses to drivers who do not have any demerit points on their records.

Drivers who applied for new or renewed driver’s licenses were previously issued paper receipts by the LTO, which was a result of a backlog in the issuing of driver’s license cards at the time.

In 2017, President Rodrigo Duterte approved a legislation extending the validity of a driver’s license from three to five years, with the option of a 10-year license card for drivers who have not committed any traffic infractions in the past.
