DILG: ‘Odette’ cash relief funds have been downloaded to impacted LGUs.

The monies for cash assistance to households affected by Typhoon Odette have already been downloaded to recipient local government units (LGUs) for distribution, according to Secretary Eduardo Ano of the Department of the Interior and Local Government (DILG).

He stated that LGUs will have 15 days to finish the payout and will be required to organize a grievance and appeals committee to handle all aid-related issues.

To guarantee that only qualified recipients receive aid, Ano directed LGUs to “publish the list of eligible recipients on social media or inconspicuous areas before distribution.”

In areas devastated by the recent typhoon, he said, the government has promised that each individual will receive PHP1,000, with families receiving a maximum of PHP5,000.

Ano stressed that the targeted beneficiaries are low-income families and those who have been seriously affected by the weather disturbance at a briefing with President Rodrigo Dutere on Tuesday night.

Typhoon Odette wreaked havoc on six regions, affecting 27 provinces, cities, and municipalities, according to Ano, with Palawan receiving P195 million in monetary help.

Ano disclosed that PHP1.6 billion in monetary aid was handed to 134 cities and municipalities in Region 7 (Central Visayas), with Negros Occidental receiving the lion’s share of PHP1.059 billion.

The storm affected 109 cities and municipalities in Central Visayas, with Negros Oriental receiving PHP475 million and Cebu province receiving P458 million in monetary help.

The DILG chairman stated that the payoff benefited 64 communities and municipalities in Region 8 (Eastern Visayas), with Southern Leyte receiving PHP409 million.

Ano added that five provinces comprising 57 cities and municipalities in Region 10 (Northern Mindanao) received government assistance, with Misamis Oriental receiving the largest amount of P99 million.

Because it has a lesser population than the other provinces in Region 13, the Dinagat Islands received PHP133 million.

If necessary, the Philippine National Police (PNP) and the Armed Forces of the Philippines (AFP) will be called upon to provide additional manpower to ensure an orderly aid distribution procedure, according to Ano.

The target beneficiaries, according to the Joint Memorandum Circular guidelines, are low-income households that have been badly impacted by “Odette.” Before the distribution, the LGUs would publicize the names of the beneficiaries on social media or in three prominent locations in the barangay.

The following are the general guidelines for the help grant:

-The cash aid will be distributed by the LGUs under the supervision of the DILG; -The LGUs will complete the distribution within 15 calendar days of the start; -The DSWD will provide technical assistance to the LGUs; and -The DILG will monitor/supervise the management of the distribution through the Joint Monitoring and Inspection Committee (JMIC).

According to DILG Undersecretary and Spokesperson Jonathan Malaya, each local government unit (LGU) must establish a grievance and appeals committee (GAC) to handle all concerns regarding the distribution of emergency relief.

Grievances and appeals will be handled only by the LGU in question, via the GAC and the JMIC.

The GAC’s membership shall be decided by the local chief executive. It will respond quickly to all concerns about the distribution of financial aid and will establish a complaint hotline.

Meanwhile, every municipality will establish a JMIC, which will be chaired by a DILG field officer. It will also keep track of LGUs’ adherence to the Joint Memorandum Circular’s stipulations. It will bring administrative and criminal charges against anyone who engages in illegal behavior.

The JMIC will be chaired by the DILG city/municipal local government operations officer; municipal social welfare officer; DSWD Field Office representative (city/municipal action teams or social welfare and development representative); and the chief of police, city/municipal police station.

President Rodrigo Duterte had previously charged the DILG with overseeing monetary aid distribution in urban regions, while the military was tasked with managing aid distribution in hard-to-reach areas.
