Workers are excluded from the “no vaccine, no ride” regulation, according to the Department of Labor and Employment (DOLE).

Simultaneously, Bello encouraged organizations tasked with enforcing the regulation to launch a huge public awareness campaign.

Unvaccinated workers, on the other hand, are allowed to report to work if they have a negative RT-PCR (reverse transcriptase-polymerase chain reaction) test, as required by employers, according to Bello.

Meanwhile, the Department of Transportation (DOTr) stated that individuals in critical industries who are unvaccinated or inadequately vaccinated are exempt from the ‘no vax, no ride’ policy.

Instead of a vaccination card, DOTr Assistant Secretary Goddes Hope Libiran said in a Viber message on Tuesday that these individuals must produce documentation that they operate in an essential industry, such as a corporate ID or certificate of employment.

“You must demonstrate that your work is ‘essential work,’ because our DO (department order) refers to important goods and services, so your work must be essential as well,” Libiran explained.

Those with medical disorders that impede full vaccination and those who will buy vital products and services are exempt from the ‘no vax, no ride’ principle, according to DOTr DO No. 2022 โ€“ 001.

She explained that the DOTr uses guidelines from the Inter-Agency Task Force for the Management of Emerging Infectious Diseases to determine “important work” (IATF).

Those seeking exemptions from the regulation, she added, must show confirmation of their exemptions, such as a medical appointment, a certificate or letter from a company with which they have an appointment, or a health pass from their barangay permitting them to purchase goods and services.

She cited the Department of Health’s (DOH) and the World Health Organization’s (WHO) claims that the unvaccinated are more vulnerable to Covid-19 in response to those who oppose obligatory immunization in public transportation.

“We are not waging a war against a select few. We are defending a large number of people. We lobbied hard for this policy because of the ongoing threat posed by Covid-19, particularly given the rapid spread of the Omicron form,” Libiran added.

According to the Inter-Agency Council for Traffic (I-ACT), 17 public utility jeepneys (PUJ) have been issued fines and 102 passengers have been turned over to their respective local government units for breaking the regulation as of 4 p.m. Tuesday.

On Monday, the DOTr, its line agencies, and national and local government partners began enforcing the “no vax, no ride” policy in public transportation in the NCR, which will stay in effect as long as the region remains under Alert Level 3 or higher.
