In 2022, tap P27-B to help victims of the ‘Odette’ disaster: solon
The newly-signed PHP5.024 trillion national budget for 2022, according to Deputy Speaker Rufus Rodriguez, contains at least PHP27 billion in disaster-related funds.
Rodriguez said the disaster relief money comes from the government’s contingency fund of PHP7 billion and the national disaster risk reduction and management fund of PHP20 billion in the 2022 budget, which the government can use to help the victims of Typhoon Odette.
“Our people in Mindanao, the Visayas, and Southern Luzon are still waiting for government assistance in the aftermath of the last powerful storm,” Rodriguez added. “We must assist them in rebuilding their homes, livelihoods, communities, and lives.”
He noted that President Rodrigo Duterte had promised at least PHP10 billion to areas affected by the latest storm.
Only a portion of it has been released and removed from the 2021 budget, according to Rodriguez, because the Department of Budget and Management (DBM) was waiting for the President to sign the 2022 outlay.
“Now that the President has signed the budget, the DBM should be able to disburse the extra cash as soon as Monday,” Rodriguez added.
He claims that, in addition to Duterte’s commitment of PHP10 billion, areas devastated by Odette will need billions more for reconstruction.
He mentioned the Department of Agriculture’s estimate of more than PHP8 billion in damage to farming areas, as well as the Department of Education’s estimate of PHP3.4 billion for the cost of rebuilding wrecked school structures.
“Agencies of the government have their own disaster response money in their budgets. They should put these to good use to assist our people in Mindanao, Visayas, and Southern Luzon,” he remarked.
According to the DBM, PHP6 billion of Duterte’s planned PHP10 billion for the recovery of typhoon-hit communities in Visayas and Mindanao will come from the national budget in 2022.
The ratification of the 2022 national budget, Duterte stated in his speech, reinforces the government’s strong commitment to ensuring “a more comfortable and productive life for each Filipino.”
